1. Object

The purpose of this invitation to tender is to carry out construction work on the boreholes equipped with solar energy pumps (PES) in the Commune of Arrondissement of Yaoundé III e .

3. Delivery time

The maximum duration of work is six (06) months from the date of notification of the service order to start the work.
4. Participation and origin

Participation in this invitation to tender is open to all public works companies under Cameroonian law with good experience in the execution of civil works and justifying technical and financial capacity for the proper performance of the work that is the subject.
5. Financing

The works, subject of this invitation to tender, are financed by the resources of the FEICOM and the Commune of Arrondissement of Yaounde III, for the financial year 2019 to the amount of One hundred and five million (CFAF 105, 000, 000) Francs CFA.

7. Acquisition of the file

The bidding documents can be obtained at the secretariat of the Technical Service, Planning and Urban Development (STADU) of the District Commune of Yaoundé IIIe, Telephone: (237) (22 31 00 44) / (237) (237) 658 503 520 / (237) 694 99 81 28, upon publication of this notice, upon presentation of the original of the receipt of payment of a non-refundable sum of one hundred and twenty-five thousand (125, 000 FCFA) CFA francs payable to the Recipe Municipality of the Commune.
8. Submission of bids

Each offer written in French or English in seven (07) copies, one (01) original and (06) copies marked as such, must be sent in a sealed envelope to the Technical Service, Planning and Urban Development (STADU) of the Municipality of Arrondissement of Yaounde III, no later than 09 October 2019 at 14:00 local time and must bear the following words:

9. Admissibility of tenders

Each tenderer must attach to his administrative documents, a tendering security issued by a first-rate bank approved by the Ministry of Finance and listed in Exhibit 12 of the DAO, for an amount of two million one hundred thousand (2 100, 000 FCFA) Francs CFA.

On pain of rejection, the other administrative documents required must be produced in originals or certified true copies by the issuing service in accordance with the provisions of the Supplementary Regulations of the Invitation to Tender.

They must obligatorily date less than three (03) months preceding the date of deposit of the offers.

Any offer that does not comply with the requirements of this notice and the Bidding Documents will be declared non-responsive. Including the absence of the bid bond issued by a first-rate bank approved by the Ministry of Finance and valid for thirty (30) days beyond the original date of validity of the offers, or non-compliance with the models tender documents will result in the rejection of the tender.
10. Opening of the folds

The opening of the folds will be done in a time.

The opening of administrative and financial documents will take place on 09 OCTOBER 201 9 at 15:00 by the Internal Procurement Commission at the District Commune of Yaounde III, in the Proceedings Room of the District Commune of Yaounde III e .

Only bidders may attend this opening session or be represented by a person of their choice duly mandated and having a perfect knowledge of the bid for which they are responsible.
11. Evaluation criteria

The eliminatory criteria are:

a) Absence or non-conformity of an administrative document 48 hours after the opening of tenders ;

(b) False statements or falsified documents ( the CIPM / CAY3 reserves the right to authenticate any document of doubtful character );

c) Absence of the Bid Deposit;

(d) non-execution of at least two water supply, rehabilitation and / or construction of drilling or other similar works;

e) not meeting at least 90% of the essential criteria;

f) Failure to respect the profile of the Construction Manager (Engineer of Géni-Civil (Bac + 5), five (05) years of experience at the post of Conductor of works in waterworks and other similar work, plus registration the National Engineers of Géni-civil (ONIGC), Certificate of Availability); or engineer of the works of the Géni-rural (BAC +3) ten (10) years of experience at the post of conductor of the works in the waterworks and boreholes, plus registration with the national order of engineers of Géni-rural (ONIGR ).

d) execution time, implementation methodology, organization and schedule of services ";

f) other documents and submission of tenders.
12. Attribution

The Employer will award the contract to the tenderer submitting the lowest evaluated bid and fulfilling the necessary financial, technical and administrative capacities resulting from the so-called essential criteria or the eliminatory criteria.

Administration in whose name the contract will be concluded

At the end of the examination of the tenderers' bids and the choice of the successful tenderer, the contract will be concluded by the Mayor of the District Commune of Yaounde III (Contracting Authority).
13. Period of validity of the offers

Bidders remain committed to their bids for ninety (90) days from the deadline for submission of bids.
