CONSTRUCTION OF MUGANGO-KIABAKARI-BUTIAMA WATER SUPPLY PROJECT TOWNSHIP

1. The Government of the United Republic of Tanzania (GoT) has received a loan from the Arab Bank for Development in Africa (BADEA) and Saudi Fund for Development (SFD) towards improvement of water supply services in Mugango/Kiabakari/Butiama Project area. The Project Covers Mugango, Kiabakari and Butiama areas which consists of existing 13 villages that are being served by the existing scheme.

2. The Implementation of the Urban Water Supply and Sanitation Project (UWSSP), which is based on the National Water Policy (NAWAPO), is part of the national effort to reduce poverty, improve the health and quality of life for the urban population. It is purposely designed to enable the Government achieve its National Strategy for Economic Growth and Reduction of Poverty (NSGRP-MKUKUTA) targets and the country’s MDGs

Scope of Works

3. The Government of the United Republic of Tanzania (GoT) has identified access to sustainable safe and clean water and sanitation services as one of the pillars of its poverty reduction strategy. It is the overall policy objective of the GoT that improved delivery of Water Supply and Sanitation Services contributes towards poverty reduction. The National Strategy for Growth and Poverty Reduction (NSGRP), which is a second national organizing framework for putting the focus on poverty reduction high on the country’s agenda, recognizes the central role of social service sectors in achieving the overall development goal of improving the quality of life and social well being of the people.

Tanzania is committed to achieving the Millennium Development Goals (MDGs) and World Summit on Sustainable Development (WSSD) targets on the water and sanitation services. In consideration of the MDGs and WSSD targets, Tanzania is striving to provide access to safe drinking water and improve sanitation.

The Project area lies between latitude 10 54’ 51.64’’ to 1038’ 50.3” south of equator and longitude 33032’ 19.11” to 340 10’ 07.9” East of Greenwich. It is also lying between 1138m and 1559m above sea level and is surrounded by several hills Musoma Rural and Butiama districts are located in Mara region.

The project area covers a total of 13 villages that are currently being served by the existing scheme.

The scope of the Project includes construction of intake structure at Mugango- Lake Victoria Shore, pumping stations, water treatment plant, transmission pipelines, storage tanks, distribution pipes network, water kiosks and cattle troughs.

The followings are the detailed components or the project

i. Civil Works
 Construction of intake structure at Mugango as per
drawings and specifications
 Construction of fully functional Convention Treatment
plant with capacity of 16, 625m3/day (as per drawings
and specifications
 Construction of clear water reservoir at Mugango
(2, 400m3) as per drawings and specifications
 Construction of office, Pump Attendant houses/buildings
at Mugango pumping station as per drawings and
specifications
 Construction of Water Transmission mains with total
length of 48 Km and diameter ranging from (200-600)
mm
 Construction of Water storage tanks at Kong (500m3),
Kiabakari (100 and 3000 m3), Butiama hill (2, 500m3( and
(1, 000m3) at Bumangi as per drawings and
specifications.
 Rehabilitation of Existing tanks at Kyatungwe (135m3)
and Bisarye (135m3)
 Construction of 40 Nos of Kiosks Water
 Construction of Distribution network (Primary and
secondary lines for the existing project area (13 villages),
as per drawings and specifications with total length of
140 km.
 Supply of 2, 000 Customer meters
ii. Electromechanical
Works: Mechanical
1. Low lift pump station (Raw water pumps) as per specifications,
the work includes:
 Installation of new pumps (2 duty + 1 Stand by) – EndSuction – Vertical installation with a capacity 687m3/hr20m head.
 Installation of new motorized gate valves.
 Installation of new valves, NRV’s, Dismantling pieces,
Headers and all other accessories.
 New Overhead crane.
 Instrumentations and protections.
 EMFM.
2. High lift pump station (To Kiabakari tank) as per specifications,
the work includes:
 Installation of new pumps (2 duty + 1 Stand by) – Multi
Stage Pumps with a capacity 523 m3/hr- 310m head.
 Installation of new motorized gate valves.
 Installation of new valves, NRV’s, Dismantling pieces,
Headers and all other accessories.
 Instrumentations and protections.
 EMFM.
3. Back wash pumps as per specifications, the work includes:
 Installation of new pumps (1 duty + 1 Stand by) – End
suction- Horizantal Pumps with a capacity 540 m3/hr- 13
m head.
 Installation of new motorized gate valves.
 Installation of new valves, NRV’s, Dismantling pieces,
Headers and all other accessories.
 Instrumentations and protections.
 EMFM.
4. Kiabakari Booster station as per specifications, the work includes:
 Installation of new pumps (2 duty + 1 Stand by) – EndSuction with a capacity 333 m3/hr- 225m head.
 Installation of new motorized gate valves.
 Installation of new valves, NRV’s, Dismantling pieces,
Headers and all other accessories.
 New Overhead crane.
 Instrumentations and protections.
 EMFM.
5. Butiamia Booster station as per specifications, the work includes:
 Installation of new pumps (1 duty + 1 Stand by) – EndSuction with a capacity 164 m3/hr- 95 m head.
 Installation of new motorized gate valves.
 Installation of new valves, NRV’s, Dismantling pieces,
Headers and all other accessories.
 New Overhead crane.
 Instrumentations and protections.
 EMFM
6. Water Treatment Plant, the work includes:
 Valves and piping works for Inlet chamber.
 Valves, Weir and piping works for Cascade Aeration.
 Valves and piping works for Flocculation and Clarifier Tank.
 Valves, Motorized valves, Weir, Fittings, instrumentation
and piping works for Rapid Gravity Sand filter.
 Valves, pumps and piping works for Sludge sedimentation tank.
 Mechanical works for drying beds.
 Backwash system.
 Chemical and dosing system

4. Tendering will be conducted through Restricted Competitive Bidding
specified in the Public Procurement Act No. 7 of 2011 and its Regulations
G.N No. 446 of 2013 read together with its amendments of 2016. A Bidder
must be Arab, African or Arab - African joint venture and is open to all
tenderers from eligible source countries, as determined by BADEA
Guidelines.

6. A complete set of tender documents in English may be purchased by
interested Applicants on the submission of a written application to the
address below and upon payment of a non refundable fee of Tanzania
Shillings Five Hundred Thousand (TZS 500, 000/-) or the equivalent in a
freely convertible currency. Payment shall be made through the electronic
payment system therefore interested bidders are invited to collect the
Control number for effecting the payment.
7. All Tenders in One (1) Original plus three (3) copies, properly filled in and
enclosed in envelope, must be delivered to the Secretary, Ministerial
Tender Board, Ministry of Water, P. O. Box 456, Kolon Building
Opposite DUWASA Head Office, PMU Office, 40473 Dodoma at or

th May 2020 at 11:00 local time. Tender will be opened promptly
thereafter in Public and in the presence of Tenderers’ representatives who
choose to attend the opening ceremony.
8. All tenders must be accompanied by a Bid Security in acceptable form in
amount of United State Dollars 500, 000 (Five Hundred Thousands United
State Dollars) (in local currency or freely convertible currency) in the
