Tenders are invited for Tunisia: Cold Chain and Vaccine Training Consultant, for Libya Country Office-Tunis Outpost.

BACKGROUND (RATIONALE AND CONTEXT):

The Libyan Immunization program is supervised by the National Centre for Disease Control (NCDC), which is an entity from MOH that is independent financially and administratively and implemented by the primary health care offices at the municipality level.

Cold chain, vaccines and trained human resources are major components of any immunization program to prevent children from vaccine preventable childhood diseases. Trained knowledgeable and skilled vaccination supervisors and vaccinators are critical for quality assurance. Unfortunately, the training of vaccinators and supervisors on clod chain and vaccine management has not been conducted in recent years, exposing the immunization program to risks of poor management and quality assurance. The Service Availability and Readiness assessment that was done in 2017 by Health Information Center/ MOH in partnership with WHO, recognized a huge demand for training for the vaccinators. Moreover, Libya had a Measles outbreak in 2018, which reflects an immunity gap that might be attributed to knowledge and skills of human resources while managing cold chain and vaccine and microplanning for vaccination sessions.

To bridge human and cold chain quality and capacity gaps UNICEF is supporting NCDC through enhancing capacity of supervisors, vaccinators and provision of cold chain to strengthen vaccine cold chain and logistics (CCL) system. The goal for CCL systems is to optimize the performance based on three key parameters: accessibility, quality and capacity of the national immunization team . Availability of adequate quality managed vaccine for every immunization session to contribute in prevention of vaccine preventable childhood morbidity and mortality is the ultimate goal. All vaccines are biological material sensitive to heat and freezing-quality of cold chain and skilled Human resource managing vaccines and cold chain is must to ensure efficacy of vaccine.

To achieve the above quality goals the consultant will work in close collaboration with the NCDC/ MOH, UNICEF Country Office and immunization partners, to facilitate the following:

Development of the training modules and materials
Agenda for the training
Methodology of the training
Conduct and supervise the training
Submit a detailed report
OBJECTIVES OF THE CONSULTANCY (PURPOSE OF THE ASSIGNMENT):

To conduct quality training of the district vaccination supervisors to equip them with;

•Knowledge & skill set required for implementing & maintaining quality immunization program•The expertise to use and document the FT2 properly for vaccine quality assurance •The skills and training methodologies to be able to facilitate quality cascade training of the health facility supervisors and vaccinators nationwide.•The capacity to monitor and supervise the immunization program in their respective areas. •Basic knowledge about the Effective Vaccine Management (EVM)- pre-requisite to contribute in the conduction of the planned EVM assessment in Libya. It is expected that through this consultancy the supervisors will be able to achieve and maintain a quality immunization program with particular focus on cold chain management in the country.

MAIN RESPONSIBILITIES AND TASKS

Phase-I Remote support:

•Development and finalization of the training materials and the agenda (design training sessions, group work and exercise) •Discuss and finalize the arrangements for the training.

Phase-II Onsite support:

•Conduction of the training which should haveoPresentationsoGroup workoInteractive sessions oReading material •Coordination with other facilitators

Proposed Payment Schedule

1st payment upon the submission of Training materials 40%, 2nd payment upon the completion of the training and submission of the final training report 60%.

QUALIFICATION REQUIREMENTS

Education:

Bachelor`s Degree in biological scenes, public health, supply management or similar field.

Work experience:

?At least 8 years of experience in public health including immunization?Experience as a trainer for Cold chain and vaccine management?Experience with Cold chain and EVM Assessments an advantage?Experience interfacing with national ministries of health an advantage

Technical knowledge/ competencies:

Familiarity with WHO-recommended vaccine management practices* Specialization in vaccine management an advantage * Proficiency in the use of the Microsoft Office applications including Excel, Word and PowerPoint
Language:

Fluent in Arabic.* Excellent Oral and written proficiency in English is required.
