Expression of Interest are invited for Chemicals and Waste Consultant.

1. The African Development Bank (AfDB) is one of the implementing Agencies for the Global Environment Facility (GEF). The AfDB hereby invites Individual Consultants to indicate their interest in the following position: Global Environment Facility (GEF) Chemicals and Waste Consultant.

2. The selected Consultant will prepare a Program framework document (PFD)1 for AfDB’s participation under the GEF 7 Chemicals and Waste focal area. The PFD will include an indicative pipeline of investments for Chemicals and Waste management that will provide a basis for cofinancing, justifying the incremental use of GEF resources. The PFD will be aligned with the GEF

7 programming directions on the Chemicals and waste focal area (section 1.5). Major duties and responsibilities will include the following, among others:

- Provide advisory services to the PECG1 division in the development and implementation of GEF funded CW programmes on the management of POPs, Mercury and persistent toxic substances/waste;

- Consult with the African Natural Resources Center, Urban Development Department, Agricultural Sector and Industrial Development departments to identify an operational project pipeline for possible GEF-funded Chemicals and waste projects. The selection of the IOP will be guided by the GEF criteria, on CW which include: (i) Cost Effectiveness (ii) Sustainability

(iii) Innovation (iv) Private Sector Engagement (v) Programs that promote Resource Efficiency and circular economy approaches (vi) Prioritization under Minamata Initial Assessments/ASGM National Action Plans (vii) Building on existing networks and (viii) supports the objectives of the Impact Programs;

- Document baseline scenarios (Identify potential projects/countries that can be eligible as baselines and rank their readiness), document alternative scenarios, outcomes and components, Incremental and additional costs, Innovation, sustainability and potential for scaling up, alignment to national policy and institutional frameworks, document global and local benefits;

- Develop a Global PIF / Program Framework Document on Chemicals and Waste and its management and how this issue potentially can be addressed in the context of a proposal to the GEF;

- Prepare Project Identification Forms (PIFs) and Project Preparation Grant (PPGs) for selected projects eligible for GEF financing under the chemicals and waste Focal area;

- Conduct a review of the AfDB’s chemicals-related project submissions (PIF, CEOendorsements);

- Contribute with technical and scientific input into ongoing and prospective topics pertaining to the AfDB’s Chemicals and Waste programming portfolio;

- Identify partnerships for program development with relevant development partners and institutions;

- Ensure quality control of GEF Monitoring and Evaluation reporting tools;

- Participate in other technical tasks assigned by the GEF Coordinator and PECG1 Division Manager.

3. The Climate Finance Division (PECG.1) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).

4. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedure for the acquisition of consulting services funded by the Administrative or Capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.

5. The position will be home-based. The duration of services is 6 months renewable based on performance. The expected starting date is September 2018. 7. A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.

- Level of education in general 20%

- Educational level compared to the field of mission 20%

- Years of experience in general 20%

- Number of years of experience relevant to the mission 40%
