Dear Bidder, The International Labor Office (ILO) is looking for an individual to undertake work as an External Collaborator.Below is a summary of the work to be performed: The evaluation will be based on a mixed approach combining quantitative and qualitative. It will begin with the analysis of the intervention logic of the PNE 2021-2025 in order to clarify the objectives, the actions implemented and the expected results, and to identify the gaps between the achievements and the expected impacts on employment and the labor market. Then, will follow the collection and exploitation of diversified data relating to the demand and supply of work, employability, as well as the creation of productive jobs, in particular through entrepreneurship, development of SMEs and the transition from informal to formal. The analyzes will use quantitative and qualitative sources, including databases, official documents, surveys, interviews and case studies. The results will be subject to a triangulated analysis combining statistical data, stakeholder perceptions and comparisons between expected and achieved results, in order to identify success factors, constraints and unexpected effects.
