Request for proposals are invited for build the Red Cross Health Information System.
The IFRC is seeking for service providers who would be interested in building a solution to manage Medical Emergency Response Unit (ERU). The project will build the Red Cross Health Information System (RCHIS) for the ERU. It will be used in Type I and Type II clinical ERUs, and will have the flexibility to be used in mobile clinics and epidemics. The new RCHIS will cover four main functions: i) an electronic medical record to support clinicians in decision-making and quality of care, ii) health facility-based surveillance to identify potential risks of outbreaks, iii) health facility-based management for human resources and supplies, to improve efficiency of operations, and iv) reporting and accountability to financial and operational partners. This new technology will benefit the ERU health operation, improving data collection and thus performance evaluation, quality and efficiency. It will facilitate a better response to improve health in the affected populations. The HIS will be flexible to adapt to the variety of situations to which the RCRC responds. In the future, the RCHIS could also be adapted to long term development projects. The ERU Technical Working Group (TWG) together with the IFRC have decided to develop and introduce a comprehensive and flexible health information system, common to all health ERUs deployed, that enables systematic and real-time data collection at the point of care and rapid analysis of large datasets to facilitate information-based decisions and circulation of information during emergencies.
