Dear Vendor,

The Embassy of the United States of America in Kinshasa invites you to submit your proposal for the boat trip from Mbandaka to Kinshasa (or, if boat/ship is originating from Kinshasa, roundtrip Kinshasa-Mbandaka-Kinshasa) in early September, as shown on the following pages. If you would like to submit a proposal for this project, please provide follow the directions below exactly.

1. The proposals are due on 01 September 2020 by 12:00 noon Kinshasa time. Submissions received after this time and date may not be accepted.

SCOPE OF WORK
The U.S Embassy is requesting a quotation for boat transportation from Mbandaka to Kinshasa.
The boat/ship can either start in Mbandaka, or start from Kinshasa and return from Mbandaka to
Kinshasa.
The purpose of this requirement is for a high-level visit starting in Mbandaka on or about Sept
11th. The delegation of approximately 10-15 people will board the boat in Mbandaka and then
cruise down river stopping at approximately two ports of call along the way. The two ports of call
are still yet to be determined. The expectation is that the boat cruise starting from Mbandaka and
ending in Kinshasa will take approximately two days.
The intent of this request for quotation is that you provide the capability and general information
about the watercraft and services you can provide. At a minimum the boat must have a restroom
(toilet), passenger capacity for up to 15 people, a qualified boat captain with experience to
navigate the boat/ship safely on the Congo river from Mbandaka to Kinshasa.
Please include responses to the following questions in your quotation:
1. What is the passenger capacity for your boat?
2. Do you have a qualified boat captain capable of navigating the Congo river?
3. Does the boat have a rest room?
4. Do you provide meals? If so, please provide additional information, such as menu options
and meals that are served such as, breakfast, lunch, dinner.
5. Do you provide beverages? If so, what types?
6. Do you provide service staff? If so, how many?
7. Does your boat have a dining area, bar, other amenities?
8. Does your boat have sleeping quarters? If so, how many bunks and how are they arranged?
9. Provide details about your boat, type, length, age, etc. Photos are helpful

Date of Departure (from Kinshasa, if necessary): The boat must be in Mbandaka no later than
September 10 to meet passengers.

Please provide suggestions for two (2) different optional stops along the Mbandaka-to-Kinshasa
route and activities at each location. The cost for any optional activities should be listed separately

We expect the boat/ship will most likely originate from Kinshasa, cruise up river without
passengers, to arrive in Mbandaka no later than September 10. We will ask for pricing, per
individual for meals, if available for passengers who wish to take the trip up the river. The dates
may change and the two port of calls have yet to be determined.
Include all costs in your quotation including staff, fuel, administrative fees, port docking charges,
etc. within the cost of the boat rental.
Do not include the price of soft drinks and/or alcoholic beverages, as these would be paid for
separately by passengers themselves.

52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance
Services or Equipment (Aug 2020)
The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the
Offeror has represented that it “does not provide covered telecommunications equipment or
services as a part of its offered products or services to the Government in the performance of any
contract, subcontract, or other contractual instrument” in the provision at 52.204-26, Covered
Telecommunications Equipment or Services—Representation, or in paragraph (v) of the provision
at 52.212-3, Offeror Representations and Certifications-Commercial Items.
(a) Definitions. As used in this provision—
Backhaul, covered telecommunications equipment or services, critical technology,
interconnection arrangements, reasonable inquiry, roaming, and substantial or essential
component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for
Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Prohibition.
(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal
Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13,
2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any
equipment, system, or service that uses covered telecommunications equipment or services as a
substantial or essential component of any system, or as critical technology as part of any system.
Nothing in the prohibition shall be construed to—
(i)Prohibit the head of an executive agency from procuring with an entity to provide a
service that connects to the facilities of a third-party, such as backhaul, roaming, or
interconnection arrangements; or
(ii)Cover telecommunications equipment that cannot route or redirect user data traffic or
cannot permit visibility into any user data or packets that such equipment transmits or otherwise
handles.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for
Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August
13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses
any equipment, system, or service that uses covered telecommunications equipment or services as
a substantial or essential component of any system, or as critical technology as part of any system.
This prohibition applies to the use of covered telecommunications equipment or services,
regardless of whether that use is in performance of work under a Federal contract. Nothing in the
prohibition shall be construed to—
(i)Prohibit the head of an executive agency from procuring with an entity to provide a
service that connects to the facilities of a third-party, such as backhaul, roaming, or
interconnection arrangements; or
(ii)Cover telecommunications equipment that cannot route or redirect user data traffic or
cannot permit visibility into any user data or packets that such equipment transmits or otherwise
handles.
