Assignment Countries:
- Cote d`Ivoire
ASSIGNMENT DESCRIPTION
The Côte dIvoire Economic Inclusion into Value Chains pilot seeks to evaluate the impact of an integrated approach on labor market outcomes at the level of smallholder farmers, their communities and along the value chain, in partnership with the Productive Social Safety Net (PSSN) project. Baseline data collection for the Jobs Pilot on Economic Inclusion in the Rice Value Chain in Cote d-Ivoire
I. CONTEXT
Africa-s Jobs challenge is tremendous. It requires strengthening the skills of its labor force, facilitating access to finance for its MSMEs, as well as fostering demand for the goods and services it produces. Often interventions focus either on strengthening people-s capacity (i.e. the supply side of the labor market) or on market development (i.e. the demand side of the labor market). Rarely do they do so in an integrated fashion. Important synergies may be lost as a result. The Jobs Group of the World Bank has therefore launched a series of pilot projects that simultaneously address labor supply and demand side constraints to evaluate the impact and potential synergetic effects of such a joint-up approach.
One such pilot is in Côte d-Ivoire. Given the large share of youth and poor people employed in agriculture, and the country-s agricultural potential, the pilot focuses on agriculture. Addressing the integration of labor supply and demand side issues within agriculture typically happens through a value chain. It consists of supporting actors down the chain to increase the demand for the products of the chain, who in return strengthen the labor productivity of farmers to ensure a guaranteed supply of uniform quality. The Government of Côte d-Ivoire supports such an approach in the rice value chain.
The Côte d-Ivoire Economic Inclusion into Value Chains pilot seeks to evaluate the impact of such an integrated approach on labor market outcomes at the level of smallholder farmers, their communities and along the value chain, in partnership with the Côte d-Ivoire Productive Social Safety Net (PSSN) project. The PSSN supports the most vulnerable households in the northern half of Côte d-Ivoire through a cash transfer program, and an economic inclusion platform, integrating digital financial access and inclusion into value chains.
The implementation of the activities started in Spring 2019. The pilot is currently running for the second consecutive agricultural campaign. Support services are offered to three rice processing units and interested rice growing PSSN villages and beneficiaries (as well as other, non PSSN rice growing villages) in their catchment area. The package consists of (i) the provision of a rolling fund through a microfinance institution to the rice mills; (ii) capacity building for the rice mills (technical, management and marketing training, including on liaising with the rice producing villages); (iii) provision of input credit to rice farmers through a microfinance institution; and (iv) agronomic extension services to rice farmers.
The pilot is accompanied by an evaluation to study the impact of the combined approach, integrating cash transfers and economic inclusion into value chains (VC), on the agricultural productivity, household revenue and additional labor market indicators. Put differently, the impact evaluation aims to measure the synergy effects between the cash transfers and the value chain activities beyond the effects of either intervention individually. To this end, a randomized controlled trial (RCT) will be carried out at village level. This impact evaluation is financed by the World Bank through the MDTF on Jobs.
Baseline data was collected during the 2019 campaign. Yet, only 25% of the 2019 villages continued to participate during the 2020 campaign (several of them were excluded because they did not have land sufficiently suitable for rice production). There were also many new participants in the 2019 villages. It was thus decided to collect baseline data in all participating villages in 2020.
II. SAMPLING OF VILLAGES AND HOUSEHOLDS
The survey will include a sample of about 1500 households in about 60 villages in the three treatment regions Tonkpi, Poro and Tchologo, roughly equally distributed across the three regions. There are about 550 farmers participating in the project. In addition, another 15 randomly selected farmers would be interviewed per village to allow identification by comparing participating and non-participating farmers within villages. Every interview will take around 90-120 minutes. The interviews will be carried out at the interviewees- houses and the GPS coordinates will also be collected. Villages are on average around 35 km away from the town (Man, Korhogo, and Ferkessedougou).
The World Bank team will provide a list of villages to visit for the data collection to the survey firm in due time. The survey firm should implement this sampling strategy of villages. This requires drawing up a census of the eligible households in the villages (those with access to a bas-fond of acceptable quality for lowland rice production) from which 15 households are drawn randomly, after excluding those participating in the 2020 campaign (all of whom will be surveyed).
III. QUESTIONNAIRES
In total, there will be two questionnaires to collect data for the impact evaluation of the pilot intervention in the rice sector: a baseline questionnaire that aims to describe the respondents- agricultural production at the plot level, as well as the financial and employment characteristics of the households
