Preamble

Subject to the granting by the Agence Française de Développement of a subsidy to the State of Djibouti and the return of this subsidy by the State of Djibouti to the National Office of Water and the Sanitation of Djibouti (ONEAD).

ONEAD wishes to use part of these funds to make payments under the intellectual property contract covered by this PERRAD Expressions of Interest Notice and in support of the PROSPERO project (Strategic Performance Program). ONEAD).

The ONEAD was created (law of 1 June 2006) by the merger of the former National Water Office of Djibouti and the former Directorate of Sanitation of the Ministry of Energy and Water. It is a public company with a commercial vocation, the capital of which is wholly owned by the State. The Office is under the supervision of the Ministry in charge of agriculture and water and now has more than 900 employees. ONEAD's Director General (DG), Mohamed Fouad Abdo, was appointed in 2013.

Brief subject of the consultation

CONTEXT

To date, ONEAD operates about 50 boreholes and a drinking water network estimated at about 1072 km to serve 40, 000 subscribers (7, 000 of whom are inactive). 94% are domestic subscribers who account for 56% of the invoiced water, while public administrations and establishments represent 28% of the billed drinking water. Of the 58, 000 m3 of drinking water produced on average per day in 2017, ONEAD only charges 73%. The reduction of losses (technical and commercial) is therefore a major challenge for ONEAD, particularly in view of the increase in volumes distributed following the commissioning of the interconnection. If ongoing pipeline rehabilitation projects (FADES II and III) will structurally reduce some of the leakage (technical losses), the CEO of ONEAD is also aware that significant gains can be made by improving the allocation of resources within his organization. The completion of works for a large transfer of water from Ethiopia and work of a desalination plant will multiply by 4 volumes of water distributed.

On collective sanitation, the ONEAD had in 2017 only 9, 300 subscribers, connected to a collective network of 50 km. The ONEAD focuses on the connection of public and private districts and subdivisions with existing semi-collective networks and the evacuation of wastewater outside the dense areas of the capital to the wastewater treatment plant (WWTP) in Douda. commissioned in 2013 and operated by ONEAD since 2016. A second tranche will be commissioned at the STEP Douda, and a new STEP is planned in Balbala.

Following several organizational and strategic diagnoses conducted in 2017 and 2018, ONEAD has defined strategic objectives and developed a related Strategic Plan. This strategic plan must lead to the signing of a contract of objectives, called the "Objectives Contract", to be signed with the State.

ONEAD's General Management is assisted by a strategy consultant for the implementation and monitoring of its Strategic Plan through a contract, known as the "Support Contract".
NEEDS

The purpose of the PROSPERO project is to achieve the objectives of the Contract of Objectives and the overall and sustainable increase of ONEAD's skills up to a level comparable to the best African standards, by implementing a program of wide scope. This program has an overall estimated budget of 15M €.

In addition to the Support Contract already cited, this program will be based on a performance contract and / or a management contract, referred to as the "Service Contract", linking ONEAD to an assistant-operator service provider hosted in its breast.

The client, assisted by the Consultant of the Support Contract, will negotiate with the State the Objectives Contract, and will define the framework and objective elements of the Service Contract, which he will negotiate.

The Services Contract will consist of a single lot awarded by open tender. The assistant operator selected at the end of this call for tenders will support the ONEAD for the next five years. The evaluation and the remuneration of the assistant-operator will be linked to the achievement of the objectives of the Contract of Objectives, in particular: objectives of raising the skills of the ONEAD's human resources, organizational objectives, objectives of coverage and quality of service, productivity objectives and technical and financial performance. The allotment, the available envelope and the description above are given as an indication depending on the financing available.

The purpose of this Notice of Expression of Interest is to solicit Consultants to be short-listed (up to 6 candidates) for the purpose of the restricted consultation on the services described in the paragraph below.

The services of project management assistant to be carried out concern support to ONEAD for:

- Preparation of the terms of reference for the recruitment, the preparation of the tender documents, and the preparation of the contract related to the Contracts Service, based on the framework set by the executive management of ONEAD;

- the joint audit of the annual performance reports of the Service Contract and the Objectives Contract, which show the results achieved with regard to the objectives set by these contracts throughout the 5 years of the Service Contract.

The National Office of Water and Sanitation of Djibouti (ONEAD), acting on behalf of the Ministry of Agriculture of Water, Fishing, Livestock and Fish Resources, as Master Delegate, invites interested candidates to express their interest in the mission described above. Consultants can partner to strengthen their respective skills.
Eligibility criteria for applications

1. The Consultant must have significant and relevant general experience in project management assistance for performance contract awarding and / or management contract. References considered relevant must correspond to contracts of a unit amount of more than 200 MDJF HT. References in French-speaking Africa will be valued.

2. The Consultant must present specific experiences in the following areas (at least 2 references in each domain, a reference that may relate to several domains):

• Drafting of a bidding document for a performance contract (ie remuneration of the provider partly variable) and / or on a management contract (ie the contract providing for a role of the service provider in the decision-making process). operator) with a water or electricity operator to achieve service and performance objectives by raising the capacity of the enterprise as a whole;

• Advice in transaction with a public company for the negotiation and contractualization of a public service delegation contract and / or preferentially a management contract

• Audit and evaluation of the results of a contract of objectives and means between the State and a public company and / or a service contract concluded between an assistant operator and a public company

The Consultant will justify this experience with certificates the Client as a Consultant attesting to the accomplishment of the missions described above during the last ten (10) years.

Consultants must provide relevant information indicating that they are qualified to perform the services requested, including:

• presentation brochures,
