Expression of Interest are invited for AMI Selection of an Individual International Consultant for the Management and Coordination of the BCRG SWITCH.

Eligibility of the Proponents:

Confirmed international expert, with a university education (Bac +5 at least) in Finance, Economics, Management or equivalent, with a good knowledge of the financial sector in Guinea, justifying proven experience in conducting similar missions and having solid references in a domain linked to the setting up of a digital interoperability platform.
The Consultant must be familiar with project monitoring tools (eg MS Project) and have expertise in project management methodology.
The Consultant should not be directly linked to a payment processor.
Advanced knowledge of Digital (Digital Client, E & M-Banking, Customer Relationship Center, SMS banking, and electronic and electronic payments) is an asset.

The Project to Support the Growth, Competitiveness and Access of MSMEs to Financing (PRECOP) aims to promote the financial inclusion of households, micro, small and medium-sized enterprises (MSMEs) in Guinea. The Guinean Government has received credit from the International Development Association (IDA) to support the Project.

The PRECOP Project will be rolled out through two main components: 1) Support to entrepreneurship and SME growth, 2) Strengthening of financial infrastructure, Financial services adapted to SMEs. The implementation of Project activities is entrusted to a Project Implementation Unit (PIU) under the supervision of the Ministry of Industry and Small and Medium Enterprises.

The present terms of reference are part of the PRECOP Project. One component of the project is the modernization of financial infrastructure, which is an essential element for contemporary market economies. To support this modernization effort, one of the main components of which is the establishment of a Digital Interoperability Platform, the Guinean Government, through the Central Bank of the Republic of Guinea (BCRG).

1.1. State of play

The main players in the e-payment and payments industry are commercial banks (16), financial institutions (x), microfinance institutions (18) and electronic money institutions - EMEs (3). . In addition, Western Union and MoneyGram are the two largest money transfer companies operating in Conakry.

2. OBJECTIVES OF THE MISSION

The purpose of the present terms of reference is to select an individual Consultant to manage and coordinate the implementation of the project. It will collaborate with all actors (decision makers, project management and operators) who address the activity of electronic banking but have only a fragmentary vision of the subject.

Specifically, these are:

o Ensuring that all the required skills and resources are available and used in an optimal way;
o Study the solutions and have control with the GUIM;
o Avoid contract execution failures and possible failures both in terms of project management and the solution to be put in place;
o Ensure that all stages of the Project are carried out in a state of the art manner, from design, through implementation and reception, to support and follow-up;
