Tender Details

Tenders are invited for Acquisition of Teaching Materials.

1. The Urban Community of Douala has obtained funding from the French Development Agency to finance the cost of the Pluvial Drainage Project (PDP) of the City of Douala. It is anticipated that a portion of the funding provided under this funding will be used to make the expected payments for the acquisition of learning materials.

2. The Government Delegate solicits Closed Bids from Eligible Bidders for the supply of:
- Lot 1: Water Cycle Equipment;
- Lot 2: Concrete, soil and RDM equipment;
- Lot n ° 3: topography equipment.

The supply of the aforementioned equipment will be accompanied by the following services:
- The permanent and regular maintenance of the equipment for a period of two (02) years.
- The supply of spare parts.

4. Interested Bidders may obtain the complete Tender Documents in French by making a written request to the Directorate of Studies, Investments and Economic Operations / Public Procurement Sub-Directorate of the Urban Community of Douala, located at 279 Victoria Street at the Bonanjo City Hall, against payment of the non-refundable amount of one hundred and fifty thousand (150, 000) CFA francs to the special account CAS-ARMP No. 33598800001 - 89 opened for this purpose from BICEC agencies from the Cameroon regional capitals and the Dschang and Limbe agencies during working hours.

This receipt must specify the references of the tender notice and the payer as representative of the Company or Group of companies wishing to participate in the call for tenders.

5. The Instructions to Bidders and the Cahiers of the Administrative and General Clauses are those of the Tender Type Document for the Supply Procurement of the French Development Agency.

6. Offers must be submitted in eight copies, of which one (01) original, six (06) paper and a copy (01) digital copy on CD-Rom or USB key, the Research Department, Investment and Operations Economic / Public Procurement Sub-Directorate of the Urban Community of Douala, located at 279 Victoria Street at the Town Hall of Bonanjo no later than 28 MAY 2019 at 13:00 local time.

The Offers must include a guarantee of the offer issued by a bank of 1st order or an insurance company approved by the Ministry in charge of Finances of Cameroon, of an amount for each lot specified below and valid for thirty ( 30) days beyond the original date of validity of tenders:
- Lot 1: Three million four hundred and sixteen thousand (3, 416, 000) CFA francs;
- Lot 2: Two million eight hundred and fifty-six thousand (2, 856, 000) CFA francs;
- Lot 3: Two hundred and twenty-five thousand (225, 000) CFA francs.

7. The Offers will be opened in the presence of the Bidders who wish it or their duly authorized representatives having a good knowledge of the file by the Internal Procurement Commission of the Urban Community of Douala, in its meeting room located in the basement. of the Municipal and Multimedia Circle of Douala 1 in Bonanjo at 14:00 local time, on 28 MAY 2019.

8. The qualification requirements are:
8.1. Eliminatory

- Absence of the manufacturer's authorization;

- Presence in the directory of failing companies published by the Minister in charge of Public Procurement (MINMAP) or antecedent in terms of non-performance of the contract;
- Not satisfied with one (01) of the essential criteria;

8.2. Essential criteria
The tenderers' bids will be evaluated according to the following criteria:
- Eligibility;
- Background on non-performance of the contract;
- Situation and financial performance;
- Experience;
- Warranty;
- Evidence of acceptance of the terms of the contract (Special Administrative Clauses (CCAP) and the Supply Description (DF) initialed on each page, dated, signed and stamped on the last page).

The contract will be awarded to the tenderer offering the lowest bid and substantially compliant with the requirements of the Tender Documents.

Bidders will remain committed to their bids for 90 days from the deadline for submission of bids.
