Tenders are Invited for Acquisition of an Integrated Solution for AFDB Laissez-Passer Upgrade.
Tender Description: Acquisition of an integrated solution for AFDB laissez-passer upgrade
Issuer: African Development Bank General Services and Procurement Department
Ref. ADB/RFP/CGSP/2015/0125
The African Development Bank (the Bank) intends to select an eligible firm for the supply of an integrated solution for the AfDB Laissez Passer (LP) upgrade.
The upgraded LP will take into account new technology and International Civil Aviation Organization (ICAO) security standards, particularly biometric features with the aim of:

(i) raising the LP's security profile to that of national passports issued by member states and

(ii) removing any obstacle that is currently preventing member states from recognizing the LP.
The Bank is seeking to negotiate a five (5) year contract with the selected firm with the possibility of two one (1) year extensions upon satisfactory performance with a maximum duration of seven (7) years.
The Bank is therefore requesting proposals from experienced companies for the provision of the above solution.
Interested bidders must originate from one of the Bank's member countries, the list of which is provided at www.afdb.org/.
The scope of the project and the forms to be completed are described in the Request for Proposals (RFP) document that is available for downloading from http://www.afdb.org/en/about-us/ corporate-procurement/procurement-notices/current-solicitations/.
The selected bidder will be required to register at the Bank's vendor database through http://www.afdb.org/en/about-us/corporate-procurement/vendor-kiosk/
The procurement process will be conducted in in two (02) stages:
Linder the First Stage bidders are invited to submit a technical proposal with no price consideration.
Under the Second Stage, after the evaluation of the first stage, qualified'bidders will be invited to submit a revised technical proposal and a financial proposal.
The Bank will organize a pre-bid conference on 4 December 2015 at 14:00 hours local time in Abidjan.
Bidders may attend the pre-bid conference in person or remotely via video-conference.
The proposals under the First Stage should be submitted in sealed envelopes and delivered at the address below by Thursday, 17th December 2015 at 15:00 hours, Abidjan local time.
