Tenders are invited for Achievement of Beneficiary Satisfaction Survey.

1. The Government of the Republic of Mali has obtained a loan from the International Development Association (IDA) to finance the
Support Project for Urban Communes in Mali (PACUM). It is intended that part of the amount of this Credit will be used to make
authorized payments for services known as the "Consultant Service for the Beneficiary Satisfaction Survey". To carry out within the framework of the closing of the project and the perpetuation of the acquired assets ".
2. The general objective is to measure the level of overall satisfaction of the beneficiary populations with respect to the control of the
municipal works and local governance.
Specifically it will be:
- define the criteria of satisfaction and dissatisfaction following the implementation of the PACUM;
- measure the level of satisfaction by target group (to be defined) on the basis of the satisfaction criteria;
- to determine the level of evolution of the results framework indicators (related to beneficiary satisfaction) against
baseline values ??as well as the main factors underlying this level of satisfaction;
- to determine the beneficiaries' expectations in the implementation of the Project (immediate and future needs);
- Identify potential future actions to strengthen social mobilization dynamics and accountability processes based on feedback from beneficiaries.
The duration of the mission is estimated at forty-five (45) days.
3. The Ministry of Housing and Town Planning by delegation to the Coordination Unit of the Support Project for Urban Communes of Mali, invites eligible consultants to express their interest in providing the services described above . Interested Consultants must provide information indicating that they are qualified to perform the services (brochures, references concerning the performance of similar contracts, experience under similar conditions, availability of necessary knowledge among
permanent staff, etc.).
4. The consultants will be rated on 100 points and the files will be analyzed on the basis of the following criteria:
- General experience of the survey consultant (total of 40 points at the rate of 2 points per year of experience)
- Number of beneficiary satisfaction survey missions (total of 60 points at the rate of 10 points per year) similar mission)
Each similar mission will be accompanied by the proof of the realization (PV of reception, certificate of good end etc ...)
