01 / AOIO / PM / MINADER / PDRM-II / RPM / CSPM / AG / 2020 OF 05/10/2020 FOR THE ACQUISITION OF AGRICULTURAL EQUIPMENT AND ACCESSORIES IN TWO (02) SEPARATE LOTS FOR THE ACCOUNT OF THE RURAL DEVELOPMENT PROJECT OF MONT MBAPPIT PHASE II.
1- Purpose of the Invitation to Tender:
The Government of the Republic of Cameroon has received funding from the Islamic Development Bank (IsDB) to cover the cost of the Mount Mbappit Rural Development Project Phase II (PDRM II). The Government intends to use part of these sums granted to finance the payments relating to the acquisition of agricultural machinery and accessories for the PDRM II partner cooperatives, in the Department of Noun.
2. The Ministry of Agriculture and Rural Development (MINADER) solicits offers under seal from eligible bidders who meet the qualifications required to provide the materials mentioned above.

The maximum delivery time for supplies for each lot is ninety (90) days.
3.The procedure is Open International Call for Tenders to IDB Member Countries as defined in the Guidelines for the Procurement of Goods, Works and Related Services in the Framework of Projects Financed by the IDB, April 2019, (the “Guidelines”), and open to all bidders from IDB Member Countries as defined in the Guidelines. Potential candidates are also invited to read Clauses 1.18 to 1.21 of these Guidelines regarding IsDB rules on conflicts of interest.
Participation in this Invitation to Tender is open on equal terms to all Companies from IDB Member Countries with expertise in the field of agricultural machinery and accessories.
This Invitation to Tender comprises two (02) distinct lots.
The main qualification criteria, details of which can be found in the instructions to tenderers contained in this RFP include:

C- DELIVERY TIME;
D- CAPACITY OF MOBILIZING FINANCIAL RESOURCES.
The Contracting Authority will award the contract to the tenderer whose offer will be deemed to comply with the tender documents and evaluated as the lowest priced.
A tenderer can be awarded the two (02) lots.
Bidders presenting aberrant (abnormally low) bids will be disqualified following the prescribed regulatory procedure.
The tenderers remain committed by their offer for 120 days from the deadline fixed for the submission of tenders.

Electronic submission of bids will not be permitted. Any offer arriving after the deadline date and time for submission of offers will be rejected.
