Expression of Interest are invited for Water and Sewerage Company Incorporated (Wasco) - St. Lucia Energy Efficiency Audit.
The Government of Saint Lucia (GOSL) has applied for financing from the Caribbean Development Bank (CDB) towards the cost of the Vieux Fort Water Supply Redevelopment Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOSL and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or any import of goods, if such payment or import to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSL shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
The Water and Sewerage Company Inc. (WASCO), the executing agency for the project, now wishes to procure consultancy services for the Conduct of an Energy Efficiency Audit of WASCO-s Facilities. The objective of the consultancy is to assist WASCO to identify feasible energy cost-saving measures in key areas of its operations and to develop an implementation plan.
Specific Objectives:
A. identify the full range of energy efficiency (EE) measures and renewable energy (RE) options which may be relevant for implementation at WASCO facilities;
A. establish technical, economic and financial feasibility of implementing RE and EE technology options identified; and
A. develop a plan for implementation of identified feasible EE and RE technology options giving due regards to the level of investments required and the level of difficulty for implementation, as well as the time horizons -' short, medium and long term.
