The naval air systems command (navairsyscom) intends to negotiate and award a delivery order under basic ordering agreement (boa) n00019-14-g-0004 to sikorsky aircraft corporation (sikorsky) on an other than full and open competition basis. The contract will be for non-recurring engineering to support the development of the vh-3d lighting upgrade systems drawings and documentation updates for the aircraft and engineering drawings, to reflect the installation of the upgraded interior and exterior aircraft lighting on the vh-3d presidential helicopters in support of special progressive aircraft rework (spar). Sikorsky is the only known source with the knowledge, experience, expertise, and the necessary proprietary technical data required to perform this effort. A sole source acquisition will be procured under the authority of 10 u.s.c. 2304(c)(1) and far 6.302-1, "only one responsible source and no other type of supplies or services will satisfy agency requirements".

There is no commitment by the government to issue a solicitation, make an award or be responsible for any money expended by interested parties before award of a contract for the effort described above.
