Requirement
The Naval Air Systems Command (NAVAIR), PMA-226, Adversary and Specialized Aircraft Program, Adversary F-5 Integrated Product Team (IPT), has a requirement to provide Technical Support for the Venom Software Suite, henceforth referred to as Venom, and the GARMIN G3000 Integrated Avionics System, henceforth referred to as GARMIN on F-5N+/F+ aircraft and a System Integration Lab (SIL) to ensure sustainment and reliability for the life of the program. The Venom and GARMIN are the primary safety and tactical software suites on United States Navy (USN) and United States Marine Corps (USMC) F-5N+/F+ aircraft. Venom provides the primary command, control, and status display for the mission system, GARMIN presents flight instrumentation, position, navigation, communication, and identification information to the pilot, and the SIL provides an integrated lab to functionally test the updated software prior to release. Sustainment will include twelve-week development cycles for new capabilities, software patches for fixes, and regression testing to ensure full functionality while meeting DoD Security guidelines. This effort will include Information Assurance support, facilitation of Technical Interchange Meetings (TIMs), GARMIN Database and account management, SIL maintenance and testing, and support ground/flight test events for the software builds.
Due to the proprietary nature of the Venom and GARMIN, and limited data rights, NAVAIR anticipates these requirements can only be met by the Original Equipment Manufacturer, L3Harris ForceX Inc. This announcement will be used to determine if other sources can satisfy the agency-s requirements or if, according to Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
