Expression of Interest are invited for Vacancy for Project Individual Electrical Engineer.
1 This Vacancy follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business online (UNDP online of May 2017), and on the African Development Bank’s internet website (www.afdb.org)
2 The Government of Malawi has received a loan from the African Development Fund (ADF) in various currencies towards the cost of Jobs for Youth Project. It is intended that part of the proceeds of this loan/financing will be applied to eligible payments under the contract number J4Y/AfDB/ADM/C-2019-010
3 The Ministry of Labour, Youth, Sports & Manpower Development (MoLYS&MD) is accepting applications from suitably qualified Individual Electrical Engineers to take part in the implementation of Works activities. The scope of services will involve construction supervision of Works contracts for three selected community technical colleges in Karonga, Nkhota-kota, Phalombe Districts and youth development centre in Neno District.
4 The assignment will include but is not limited to:
• Gain an appreciation of the environment within which the Works activities will take place.
• Generate preliminary Electrical design options with rough calculations and sketches where necessary.
• Liaise with the Architect and the Structural Engineer on the modifications required to the Architectural and Structural designs so that they are in line with the proposed Electrical design.
• Select suitable Electrical designs for the electrical installations with justifications based on consultations with the Architects and the Structural Engineers.
• Generate detailed calculations for the electrical services where required and detailed drawings for the electrical installations.
• Provide particular specifications for the electrical Works.
• Provide general administration of electrical services and other services in connection with the carrying out of the Works as may be necessary.
• Checking contractors’ drawings for permanent Works for conformity with design requirements.
• Arranging for the inspection and testing of materials and plant.
• Arranging for the provision of the record drawings and manuals necessary for the operation and maintenance of the Works and providing any documents necessary to co-ordinate drawings and manuals supplied by others.
5 Eligibility criteria, establishment of the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the use of Consultants. MoLYS&MD is under no obligation to recruit any consultant who submits an application.
6 ESTABLISHMENT OF RECRUITMENT
A shortlist of three to six individual consultants will be established at the end of request for expression of interest. The consultants on the shortlist will be selected using the following criteria on the basis of their updated resume, and at minimum being registered with Board of Engineers of Malawi.

Bachelor of Science Degree in Electrical Engineering 10%

Full member of Malawi Institute of Engineers 20%

Minimum of 7 years post- qualification in construction environment 20%

Experience in preparing contract for construction documents 30%

Experience of supervision and contract monitoring of AfDB projects 20%
7 The duration of the assignment is estimated at 12 calendar months expected to be based in Lilongwe, Malawi and the commencement date is planned for beginning of May 2019.
