Health outcomes and service indicators in Timor-Leste continue to lagregional and income peers. These challenges are driven not in the least by disparities in the accessibility and quality of health facilitiesacross the health system, from health posts and community health centers at theprimary care level, to municipal hospitals and the national hospital at thesecondary and tertiary level. The distribution of health facilities is uneven, with significant variations across municipalities, and with considerableconcern about the quality of this infrastructure, as well as its maintenanceand repair status. No recent information is available on theassessment of this maintenance and repair status, or an indication of the costsassociated with their rehabilitation to ensure their optimal performance forthe delivery of health services. Therefore, the World Bank seeks to engage afirm to perform a technical study (facility assessments) and cost estimationfor retrofitting/upgrading works of select health facilities in Timor-Leste, also with a view to making these facilities resilient to climate-related shocks.
