THIS IS NOT A REQUEST FOR QUOTES. PURSUANT TO REVOLUTIONARY FAR OVERHAUL (RFO) 5.101(a), THIS IS A NOTICE OF THE GOVERNMENT-S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO INTERNATIONAL BUSINESS MACHINES CORPORATION (IBM), IBM EXPERT LABS DIVISION FOR MAXIMO UPGRADE.
The United States Department of War (DoW), Washington Headquarters Services, Acquisition Directorate (WHS/AD), intends to award a firm-fixed-price contract on a sole source basis to International Business Machines Corporation (IBM), IBM Expert Labs Division, 1 New Orchard Road, Armonk, NY 10504 (CAGE Code: 30874, UEI: J64CSQTQNRC1), for migration, deployment, configuration, testing, training, and implementation of the IBM Maximo Application Suite (MAS) Manage platform.
The anticipated award will be made under the authority of 10 U.S.C. 3204 as implemented by DARS 2026-O0020 RFO 6.103-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” The Government migration of its existing IBM Maximo Asset Management Version 7.6.1.3 environment to the IBM Maximo Application Suite (MAS) Manage platform while preserving the integrity of the Government's existing enterprise asset management solution, including Government-developed customizations, business workflows, system integrations, databases, security configurations, historical asset and maintenance records, and other mission-critical operational data. The migration must maintain operational continuity, data integrity, cybersecurity compliance, system interoperability, and manufacturer support throughout the implementation and transition.
The Government's requirement is not for routine commercial software installation or standard implementation services.
