IRA FUNDED - NOTICE: The U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) is issuing the following Brand Name Exact Match Request for Quote (RFQ) for a Mettler Toledo Laboratory Thermal Gravimetric Analyzer (TGA) and Differential Scanning Calorimeter (DSC) 3+ per the attached requirements list and is prepared in accordance with the Revolutionary FAR Overhaul (RFO) Part 12, as supplemented with additional information included in this notice. The North American Industrial Classification System (NAICS) code for this effort is 334516. This requirement is a total small business set-aside. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award. The small business size standard is 1000. The Department of Energy has accepted the deviations of RFO Part 12. BRAND NAME JUSTIFICATION: This brand name justification is written in accordance with RFO FAR 16.507-7(a) under the authority of 41 U.S.C. 3304 (a)(5) as implemented by RFO FAR 11.204. Mettler Toledo Laboratory Thermal Gravimetric Analyzer (TGA) is needed because the Mettler Toledo TGA system, a part of the Mettler Toledo STARe Thermal Analysis Excellence line of products has already been established in the laboratory and uses STARe a proprietary software, which is part of the existing infrastructure at NETL which enables NETL to maintain a level of standardization and compatibility across exiting equipment to ensure consistent and reliable data that would otherwise be unattainable if another manufacturer/brand were chosen.
