The International Labour Organization (ILO) is seeking a qualified consultant to conduct an evaluability review of the THAMM Plus project — a four-year, EU-funded initiative (2023 2027) that promotes legal migration and skills partnerships between Egypt, Morocco, Tunisia, and EU Member States.Thisfully remote consultancy will focus on assessing and strengthening the project's monitoring and evaluation (M&E) framework, refining its theory of change and indicators, and ensuring coherence with ILO and EU standards.Eligibility criteria include: An advanced degree in a relevant field, A minimum of7 years of experience in M&E in development contexts, Demonstrated experience in conducting evaluability assessments, Fluency in French and English, Arabic is an asset Interested candidates are invited to send their application to thamm@ilo.org no later than 5 May2025.
