Tenders are invited for Textile Experts to Establish a Dual Education Training System in a Textile Factory.

Summary: Under a partnership textile project GIZ and Ibercotton in Ethiopia, a highly qualified individual textile education company is needed who will be responsible for designing training curriculum for the workers in the partner textile factory as well as to conduct the necessary capacity building training for the relevant management.

Planned Development Project's Background:
Ethiopia with a population of 110 million has total textile export of 148 million USD where similar countries like Bangladesh with 160 million people have textile export of 30 billion USD. But this industry has been experiencing major development over recent years, mainly driven by the country's wide availability of raw materials, low labour costs, low energy costs, and several bilateral trade agreements with the world's biggest markets. So, the chances for Ethiopia to grow its share of the international textile industry is enormous. Data shows that in the last 5 to 6 years, Ethiopia's textile and apparel industry has grown at an average of 51%, and more than 65 international textile investment projects have been licensed for foreign investors during this period . With a range of economic incentives like the freshly built industrial parks for garment manufacturing, Ethiopia has positioned itself to become one of the world's top exporters of textile and garments. Although the prospects in this sector are bright, the upturn in the sector has been hampered by an insufficiently qualified workforce in recent years. The skills shortage at all levels of the industry from the operator to the managers is the main reason for lower efficiency which makes this sector critical to cope up with the global competition. However, the provision of training available for garments workers has failed to keep pace with the growth of the industry itself. In general, the training available is neither market-responsive nor industry-driven. At the same time, the industry is adversely affected by a high turnover of employees which is also deriving due to the acute skills shortage at all levels. Furthermore, the majority of garment factories aren't prepared to fulfil the demands of international brands and customers when it comes to compliance requirements. Most of the factories in this industry in Ethiopia are still plagued by a variety of social and environmental issues.
In order to improve the aforementioned challenges, Ibercotton will focus on workers' skills development by introducing industry-based skill development to generate a skilled workforce. Furthermore, it will establish internationally recognized social and environmental standards in order to be competitive and represent the Ethiopian textile industry in the international market.

Project partner background:
The above-mentioned project is being implemented with the cooperation with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH or GIZ, a German development agency. It also works with the private sector and other national and international government organizations on a public benefit basis. In its activities, GIZ seeks to follow the paradigm of sustainable development, which aims at economic development through social inclusion and environmental protection. GIZ offers consulting and capacity building services in a wide range of areas, including management consulting, rural development, sustainable infrastructure, security and peace-building, social development, governance and democracy, environment and climate change, and economic development and employment.

Key Project Responsibility :
1. Designing the industrial textile training curriculum and materials on the following courses (each course will have a duration of 3 months: 2 months practical + 1 month theoretical):
i. Knitting
ii. Linking
iii. Mending and trimming
iv. Hand stitching
v. Sewing
vi. Washing
vii. Ironing and packing
viii. Warehouse maintenance
ix. Textile administration

2. Conducting 1 week-long Training of Trainer course on the developed curriculum and materials for Ibercotton's factory personnel.

Tender Evaluation:
1. At least 10 years of experience in curriculum/material development for textile/garment industries. (attach in the tender the proof of experience/ details work or project experience)
2. At least 10 years of experience in conducting industrial skill development training for textile/ garment. (attach in the tender the details of previous training)
3. Experience in textile/garment industries is a plus (attach in the tender the details of proof of experience/ details completed projects )
4. Experience in working in African sustainable projects is a plus (attach in the tender the details of completed projects if any)
