Description : BACKGROUND

The current Public Health Act in Tuvalu was decreed in 1926, with amendments made in 1968, 1971, 1974, 1990 and 2008. The Act outlines the overall governance of health management in Tuvalu. In 2011-2012, the Ministry of Health (MOH) began a series of consultations to discuss the possible content for a new Public Health Act with regard to concerns that the Act was no longer appropriate given changes in health needs emerging and re-emerging to Tuvalu such as communicable diseases and the health impact of climate change. Given that the population of Tuvalu experiences communicable disease outbreaks and increasing pattern of extreme weather, the following specific issues are to be addressed:

Needs to quickly and appropriately respond to emerging diseases and/or threats to public health;

Flexibility to respond to unforeseen (and potentially unforeseeable) risks and opportunities arising from social, demographic and technological changes;

Providing legislation support all health policy to be gender sensitive and consistent with other Government of Tuvalu policies applicable to gender mainstreaming and health in Tuvalu; and

Encompassing the key concepts of regional and global health frameworks such as Healthy islands vision and other global health related frameworks.

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

The proposed consultancy will assist the Tuvalu's MOH to draft the technical content of a draft Public Health Act to replace the current 2008 legislation...
