Objective of the Consulting Assignment The overall aim of the proposed assignment is to support theBank in its efforts to provide technical assistance and advisory services to theselect counties governments in Kenya who will implement selected high-impact, evidence-basedsolutions. The 10 select counties aredivided into two lots based on considerations of geographic contiguity and differencesin security requirements: · Lot A: Homa Bay, Narok, West Pokot, Kwale and Kilifi· Lot B: Garissa, Mandera, Tana River, Wajir, andTurkanaOne or two firms will be selected for this assignment. Eachfirm should indicate which Lot or Lots they are applying for: i either Lot A or Lot B or both. The proposedbudget for Lot A is $860, 000 and for Lot B is $1, 140, 000 for the assignmentwhich is expected to last 24 months.Scope of WorkThe consultancy firm will be responsible for the followingactivities and deliverables:· Rapid assessment to inform the Bank of the countyhealth system-s capacity to implement the proposed interventions. This willinclude:1. An assessment of implementation strategies andpotential bottlenecks to enhancing uptake of the proposed high-impactinterventions in each of the select counties. This assessment should accountfor specific county characteristics e.g., geography, sociocultural factors thatmay impact success. 2. An assessment of the linkagesbetween facilities including referral practices, emergency transportationcapacity, communication, and feedback mechanisms between facilities, and togenerate a layout of networked service delivery for each county.3. An assessment of the capacityof primary and secondary hospitals to accommodate higher volumes and providebetter quality, e.g., for referred mothers with PPH or for neonates that need advancedcare.Provide recommendations on the best options forthe implementation of the selected high impact interventions.
