Please note that this is not a call for tenders but a publication announcing the Contracting authority-s intention to publish a future negotiated low or middle valueprocedure. Technical assistance to the Commission during the ongoing legislative process for the implementation of Regulation 2023/1805, of the European Parliament and of the Council on the use of renewable and low- carbon fuels in maritime transport (FuelEU Maritime Regulation. Following adoption and publication of the Regulation, on 13 September 2023, the work on implementation is currently underway, encompassing of 1) development of fourteen (delegated and implementing) acts, 2) development of the FuelEU database, 3) organization of preparation workshops and communication initiatives, 4) intensification of the work in the Renewable and Low-Carbon Fuels Alliance (RLCF) and 5) technical exchange and helpdesk support to Member States and stakeholders. Support is required in the drafting of specific technical elements of secondary legislation and development of examples testing different strategies for compliance with FuelEU. The support must be articulated with ongoing activities related to FuelEU implementation and is envisaged to provide incremental capacity to the Commission in response to technical questions requiring further engineering calculations/modelling and elaboration in the areas of marine engineering, naval-architecture, economics of shipping activities and port operations
