ASSIGNMENT DESCRIPTION

A team from Digital Development Unit of the World Bank Group is engaged in a project in the EaP region (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine) that is fully dedicated to broadband development in line with the EU and global best practices. The key objective will be to support the roll-out of national broadband strategies by all EaP partner countries, in line with similar EU strategies, by providing technical and capacity building assistance. For this, first, a gap analysis will be performed based on the state of play in the EaP partner countries.

For this purpose, the team seeks to conduct a countrywide survey of about 2, 000 randomly selected households and up to 1, 000 randomly selected enterprises across Armenia. The data collection for both surveys should be undertaken between April and June 2019.

Household survey

The household survey would provide demographic information to map ICT ownership and understand links of social and economic characteristics of the households with ICT usage. The subjects below are to be covered:
access to and use of ICTs by individuals and/or in households;
use of the Internet and other electronic networks for different purposes by individuals and/or in households;
ICT security and trust;
ICT competence and skills of the users;
barriers to the use of ICT and the Internet;
perceived effects of ICT usage on individuals and/or on households;
use of ICT by individuals to exchange information and services with governments and public administrations (e-government);
access to and use of technologies enabling connection to the Internet or other networks from anywhere at any time (ubiquitous connectivity).

The household survey is a baseline survey, planned for a sample size of about 1, 000 households (HH) in urban areas and a similar number in rural areas across the country. Sampled HH shall be randomly selected and shall be geographically dispersed to ensure spatially representative data. The planned survey instrument is based on EuroStat model, as linked below .

The interview is estimated to last about one hour. All data will be collected or stored electronically. The survey firm will be responsible for adjusting and translating the questionnaire and integrating translations into the survey instrument. The firm is expected to provide necessary resources and logistics necessary for data collection. The firm is expected to provide the World Bank team with raw and cleaned data in electronic format using a standardized Microsoft Excel format.

Enterprise survey

The survey of enterprise will aim at identifying the barriers to ICT adoption and getting a deeper understanding of issues related to the use of technologies by small & medium-sized enterprises (SMEs) across industries and parts of the relevant value chain.

The team seeks to conduct a survey of SMEs to collect data on the following aspects:
Antecedents of ICT use (including individual, innovation, organizational and environmental characteristics);
Type of ICT in use;
Perceived effects of ICT use;
Firm characteristics.

The planned survey instrument is a structured questionnaire. The interview is expected to last up to one hour per business, with interviewees being owners or managers of the relevant SME.

All data shall be collected and stored electronically. The survey firm shall be responsible for translating the questionnaire into the local languages and integrating translations into the survey instrument. The firm is expected to provide necessary resources and logistics necessary for data collection. The firm is expected to provide the World Bank team with raw and cleaned data in electronic format using a standardized Microsoft Excel format.

The firm will also be expected to undertake analysis of the data under the Bank team's supervision.
