The World Bank Education team in the Caribbean is seeking a firm to support the implementation of the Pairwise Comparison Method for OECS Early Reading and Math Assessments between April 2026 and June 2026. The firm will be expected to manage the work and ensure the quality of the process and outcomes. The results of this consultancy will inform the Bank so that the Bank can, in turn, carry out dialogue or advise the client.The specific objectives of this consultancy are:1. To support the World Bank in implementing the Pairwise Comparison Method (PCM) for OECS Early Reading and Math Assessments, enabling reporting against SDG 4.1.1.a. 2. To support the World Bank in activities that will lead to the strengthening of the OECS Commission-s and Member States- assessment units- staff capacity through the preparation and implementation of the PCM-related workshops, development of guidelines, or coaching in practical assessment activities.
