Request for proposals are invited for Supply, Install, Train and Provide required Goods for Dredger Spread at Kapichira (Base) and Nkula (Option) Hydropower Plants.

1. The Millennium Challenge Corporation (“MCC”) and the Government of Malawi (the “Government” or “GoM”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Malawi (the “Compact”) in the amount of approximately 350.7 million USD (“MCC Funding”). The Government, acting through the Millennium Challenge Account- Malawi (“MCA Entity” or “Purchaser”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Invitation for Bids (“IFB”) is issued. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use of MCC funding and conditions to the disbursements of MCC funding. No party other than the Government and the Purchaser shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.

2. The Compact program focuses on investments in the energy sector that will increase availability, reliability, and quality of power; increase the availability of quality power to un-served users; and improve management and service delivery in the Energy sector. Existing businesses will benefit from improved access to power, which will enhance their competitiveness on the global market by reducing generator costs and improving their operational performance. In addition, new investment opportunities from existing and new sources will become more attractive encouraging private sector growth that in turn will drive new economic growth, increase incomes and ultimately reduce poverty in the country.

Specifically, the Electricity Supply Corporation of Malawi (ESCOM), plans to execute
maintenance dredging at their hydro power plant (HPP) reservoirs at Kapichira and
possibly Nkula, on the Shire River, with support from the Millennium Challenge

Account-Malawi, under the Environmental and Natural Resource Management Sub –
Activity.
The aim of the planned maintenance dredging is:
· Removal of sediments in front of water intakes, to allow for future better base
load operation of the power plant(s),
· Removal of sediments from flat embankment areas, to allow for restoration of
currently lost active water storage. This will result in future longer peak-load
electricity generation.

3. This IFB follows the General Procurement Notice that appeared in dgMarket and UNDB
Online on November 6, 2017.
4. The Purchaser now invites sealed bids to provide the goods and related services
referenced above (“Bids”). More details on the goods and related services are provided in
the Schedule of Requirements.
5. This IFB is open to all eligible entities or persons (“Bidders”) who wish to respond.

Bidders may only associate with each other in the form of a joint venture or under a sub-
contractual agreement to complement their respective areas of supply to enhance their

capacity to carry out the supply of goods and provision of required services and so long
as any association is formed or sub-contract is entered into in accordance with the
bidding document associated with this IFB.
6. The goods and related services, and the contract expected to be awarded, are
divided into the following Lots:
Supply, Install, Train and Provide required goods for:
Dredger Spread at Kapichira (Base) and Nkula (Option) Hydropower Plants and
Bidders are to bid for both Dredges, however award of both the Base and Option Dredges
will be at the discretion of MCA-Malawi.
7. A supplier will be selected under a competitive bidding method, the evaluation procedure
for which is described in sections of the bidding document associated with this IFB in
accordance with the “MCC Program Procurement Guidelines” which are provided on the
MCC website www.mcc.gov.

9. The bidding documents associated with this IFB will be placed on the Purchaser’s
website at www.mca-m.gov.mw and prospective Bidders interested in submitting a Bid
should submit an e-mail, giving full contact details of the prospective Bidder, to
MCAMalawiPA@cardno.com .
10. A pre-Bid conference meeting through the Network Management Center in Lilongwe on
17 November, 2017 at 9 am. Prospective bidders are advised that they can call into the
center via the I P Address: 172.16.34.250 to participate in the pre-bid conference.
Participation is strongly advised for all prospective Bidders or their representatives, but is
not mandatory.
11. The closing time for receipt of Bids is 08 December, 2017 at 15:00 hours local time in
Malawi. Bids received after this time and date shall not be considered and will be
returned unopened. Bidders should be aware that distance and customs formalities may
require longer than expected delivery time.
12. Bids may be submitted electronically. The electronic bid shall be submitted at
dredger@mca-m.gov.mw
The bid shall be password protected for access i.e pdf file(s) cannot be opened without
password. The password to access the bid shall be sent by email to
MCAMalawiPA@cardno.com no later than the deadline of submission of the bid. The
bid of a bidder shall not be formally opened and entire bid shall be rejected if the
password reaches the afore-stated email after the stated date and time in ITB 26.1.
13. All Bids must be accompanied by a bid security (as required) in the manner and amount
specified in the Bid Data Sheet.
14. Bids will be publicly opened on 08 December, 2017 at 15:00 local time, at Kang’ombe
House, City Center, 1st Floor, West Wing
