Tender Details

Tenders are invited for Supply of Brand New 02 No of 180kva Ground Power Units, 02 No of 90kva Ground Power Units, 02 No of Air Starter Units and 01 No of Air Conditioning Unit for Aircraft at Mattala Rajapaksa International Airport
Ground Power Unit - 180 KVA

Ground Power Unit should be able to provide electrical power

to all Civil Aircraft types includingA380, B747.

Towing type, front steering system with turn table.

Engine - Shall be 4 Stroke, Turbocharged, Inline 6 cylinder

diesel Engine of output not less than 100 BHP, at 2400 RPM.

The Engine shall have a 12V DC Battery system and an

Electronic Governor. The Engine protections such as Low Oil

Pressure and High Coolant Temperature shut down shall be

available. (Please specify make & model)

Generator - The Generator shall be continuously rated for

capacity of not less than 60kVA at 115/200 Volts 400Hz (3

Phase 4 wire). The Overload rating of the Generator shall be

not less than 125% for the period of not less than 5 minutes.

The Voltage regulation shall be plus or minus 1% or better

from no load to full load. The total harmonic distortion shall

be less than 3% of the fundamental (RMS) voltage. The

frequency regulation shall be plus or minus 2 Hz.

For 180 KVA capacity with 02 no of 90 KVA cable in addition

to 28.5 VDC system.

Electrical Characteristic - Load, voltage, frequency, control

circuit, Environmental conditions, and ranges should cover

AHM 972 requirements.

Transformer Rectifier Pack - The Transformer Rectifier Pack,

shall be connected to the Generator Output for 28.5VDC

output requirements. The output rating shall be not less than

8000 amperes at 28.5 VDC. The Overload rating shall be not

less than 2000 amperes for 5 minutes. The short circuit,

Thermal Overload and Over voltage protections shall be

provided. Insulation shall be Class H. The equipment shall be

installed in a weatherproof canopy with Cooling Fans.

Electrical Characteristic - Load, voltage, frequency, control

circuit, Environmental conditions, and ranges should cover

AHM 972 requirements.

Protective devices & controls -

 Master switch to be provided.

 Easy cleaning material for canopy panels to be

provided.

 The control panel should have easy accessibility to

controls and instruments, and should contain all

necessary equipment for the operation including

control of power source and alternator.

 The panel controls and instruments should be

separately identified clearly and distinctly divided

between power source, alternator controls and other

instruments.

Control Panel - The following Meters/Indicators/Switches

shall be available

 Engine- Coolant Temperature Meter, Battery Charger

Ammeter, Hour Meter, Oil Pressure Meter, Fuel Level

Meter, Engine Circuit On Indicator, Air Cleaner

Restriction Indicator, Low Oil Pressure Indicator, High

Coolant Temperature Indicator, Low Fuel Level

Indicator, Engine Start/ Stop Switch

 Generator- Frequency meter, Ammeter, Voltmeter, Over

/ Under Frequency Indicator, Over / Under Voltage

Indicator, Over load Indicator, Contactor On Indicator,

Ammeter / Voltmeter Selector Switch, Test Switch

 Transformer Rectifier Unit - Voltmeter, Ammeter, AC

Contactor with On/Off Switch, Solid State Overload

Protector, Over Voltage Relay, Pilot / Panel Lights.

Cables and Receptacles - Standard Dual output cables

minimum length 6 mtrs) / receptacles shall be supplied with

the unit for 115/200 Volt, 400Hz AC system as well as

28.5V.DC system. Cables shall be weather proof, covered

with mechanical protection

Complete instrumentations for engine, generator accessories,

output power and protective system and failure warning

indicators (Standard technical and safety warnings/indictors)

should be fitted. The bidder should specify the offering of

safety shutdown options and indicators.

A flashing amber beacon should be provided free of charge.

Should be in compliance with AHM 904, AHM 905, AHM

910, AHM 913, AHM 915, AHM 916 and AHM 972 (Basic

Requirement, Reference Material, Aircraft Systems, Basic

Safety Requirement, and Standard Controls).

All indicators/tags/warnings/information tags and displays

should be in English language.

Trailer - The Engine / Generator with the Transformer

Rectifier Unit shall be mounted on a Trailer. The Trailer shall

be 4 wheeled (Pneumatic/ spring leaf system ) and cart bolts,

which should withstand the extra load exerted when a sharp

turn is taken with one number spare wheel. The Ground

Clearance shall not less 300mm. The tow bar shall be

mounted on to a turntable for maneuverability.

Shoe operated manual parking brakes to be engaged when tow

bar in upright position.

Cable trays should be provided to keep the cables safely.

External service indicator beacon to be provided (low fuel,

engine fault etc…).

Technical Literature- Three copies of following Technical

Literature in English Language shall be provided with the unit.

(Operation Manual, Service Manual including wiring

diagram, charts etc., Illustrated Spare Part Catalogue).

Performance Standards - Shall meet MIL - STD-704E

Standard or equivalent.

Spare Parts - One year maintenance spares shall be included

in the offer and such spares shall be listed. The Spare Parts

shall be available for a period of not less than 10 years after

the year of manufacture of equipment.

Accessories -All accessories required for the proper operation

and maintenance of the unit shall be included in the offer. A

standard Tool Kit and Spare Wheel also shall be included.

Tropicalization-

Operational Temperature-50ºC(Max)

Relative Humidity - 100% (Max)

Fuel Tank - The Fuel Tank of the Engine shall be rated for

not less than 08 hours of running on full load.

Testing -Prior to dispatch the testing of the Ground Power

units shall be carried out at the manufacture-s test facility and

certificates to be submitted prior to dispatch.

General - The Engine Generator and other auxiliary

equipment should be Brand New, Reputed make and proven

record of good performance, at least for 8 years. The assembly

of the equipment including the Trailer shall be done at the

manufacturer's facility by qualified engineering staff.

Warranty - The equipment shall be warrant for a period of not

less than 03 year from the date of dispatch.

General Specifications

One spare wheel of each size to be provided free of charge

per each unit.

Three sets of operation, maintenance and spare parts manuals

in English language to be provided free of charge. Please

provide separate spare parts manuals for Engine,

Generator/electrical & rest of the parts related to the GSE.

Tool box with required tools and jack to be provided free of

charge.

Essential spare parts list required for servicing of the

equipment for the first year should be specified in the

technical offer, and to be provided free of charge along with

the delivery of the equipment.

Commissioning of unit at site and training of staff to be

provided free of charge. Commissioning of units should be

handled by an engineer/ technical expert of the

manufacturing company.

Removable /rechargeable type fire extinguisher to be

provided free of charge.

Product brochure (hard copy) should be provided with the

technical offer.
