detailed description
supply of standardized raw leaf tobacco bale tracking markers with radio frequency identification (rfid) and other identified marker requirements (“rfid-enabled markers”) for the ministry of finance (the “ministry”).
Per the tobacco tax act, the ministry has full oversight of all raw leaf tobacco in the province including flue-cured, black and burley tobacco.
Raw leaf tobacco oversight requires that all entities involved in the raw leaf tobacco industry are registered under the tobacco tax act and deal only with other entities that hold the appropriate registration certificate (to reduce access to raw leaf by illegal tobacco manufacturers).
Bidder-supplied rfid-enabled markers will be issued by the ministry to raw leaf tobacco registrants who will place them on applicable bales or packages of raw leaf tobacco.
Use of these rfid-enabled markers will:
-improve ministry efforts to effectively identify, track, trace and reconcile raw leaf tobacco through the supply chain and impede the flow of raw leaf tobacco to illegal manufacturers
-simplify compliance, decrease administrative burden and lower costs for raw leaf tobacco registrants by building a foundation for digitalization of registration, record keeping, reporting, and labelling requirements
required technical knowledge includes but is not limited to:
-rfid technology;
-unique identification (numeric/alpha-numeric),
-tamper proof / tear away labels;
-security printing features (e.g. Ghosted imaging, halftone printing, holograms, barcodes, etc.);
-passive ultra high frequency (uhf), conforming to gen2 iso 18000-6c;
-pattern varnish and varnish void security;
-weather conditioning;
-shipping & receiving services; and
