Tenders are invited for Supply and Delivery of 20 KVA Soundproof Diesel Generators.


A. Background

Pact is an international non-government organization that is based in United States of America with a local country office in Myanmar. In Myanmar, Pact has been implementing development, health and humanitarian programs since 1997. Its multi-sector interventions empower communities with increased knowledge and resources to care for their families better. Current donors include USAID, Chevron Foundation, Coca Cola Foundation, Shell Foundation, Ooredoo Myanmar, multi-donor trust funds such as LIFT and 3MDG, and a few others.

The Advancing Community Empowerment in Southeastern Myanmar (ACESM) project, supported by the US Agency for International Development/Burma, aims to support communities in their empowerment processes by reducing vulnerabilities, promoting community participation in decision making, and strengthening mechanisms for more responsive and accountable local governance. The project will also partner with a range of local and regional organizations to address a variety of community needs and development priorities in the region. ACESM will work to foster integrated, inclusive, and sustainable service provision to underserved communities in areas of Southeastern Myanmar. Beginning with community-identified needs and solutions, the project takes a systems approach that constructively engages the demand and supply sides of service delivery, focusing on health, education, livelihoods, water/sanitation/hygiene (WASH), and disaster risk management.

B. Purpose

The purpose of this request for quotation RFQ is to solicit quotations from all interested and eligible generator companies who can supply and delivery of 20 KVA Generators for Pact Myanmar field offices Mawlamyaing and Loikaw.

E. Other requirements
? Quote price must be inclusive cost for delivery and installation charges to specified delivery
designations.
? Loading unloading charges, others overall service charges in total amount must be
mentioned in total cost. (Which shall form part of the total cost to be evaluated)
? All products have to be delivered to Pact Myanmar field offices as per above delivery point
and delivered within 2 weeks after purchase order issue.
? Product Quality Certificates for offers product (ISO, etc.)
? A statement whether any import or export licenses are required in respect of the goods to
be purchased including any restrictions on the country of origin, use nature of goods or
services, including and disposition to end users.
? Please mentions on your quotation for product of warranties period and warranties
provision. Pact Myanmar prefers on after sale services for both warranty on parts and
technical support.
? Price Validity period of offer (Offer should be valid for at least 60 days).
F. Evaluation Criteria
Evaluation process shall be done within one month after the deadline for receipts of quotations.
30 Points Technical responsiveness meet / Full compliance to requirements of Pact with at
least one year warranty for parts and services.
30 Points Completion of Training on Operation and Maintenance and Comprehensiveness of
after-sales services.
40 Points Price.

G. Submission Instructions
Your Quotation must be included/ described the following facts:
1 Quotation Price must be inclusive on total price for all taxes payable by the supplier to government.
2 Quoted price in US$ or MMK
3 Credit Payment Term; Pact is preferable payment with 3 weeks credit after delivery of goods.
4 Product of warranties periods and warranties provisions (where applicable).
5 Indicate of delivery duration weeks to supply of goods after PO issue.
6 Your quotation must be on official letter head with authorized signature and stamp.
Offerors who wish to bid for this RFQ should send quotation with product catalogue in SEALED
ENVELOPES to Pact Myanmar at the following address, by not later than 24-July-18 deadline.

H. Terms and conditions of this RFP
a) The successful offeror is also responsible to pay all relevant taxes as governed by the prevailing
laws of Myanmar. As such, the quoted price should be inclusive of all those taxes.
b) No work will be authorized in absence of a signed and fully executed contract between Pact and the successful offeror.

c) Failure to provide required timeframe may be deemed by Pact as a breach of contract and may result in contract termination and selection of another contractor to do the work.

d) Pact will not be liable for any costs incurred by prospective vendors in the preparation and production of a proposal or the costs of any services or work performed prior to receiving a contract from Pact. All proposals and materials submitted in conjunction with the proposals shall become the property of Pact for use as deemed appropriate respecting all copyrights, and will not be returned.

e) Pact reserves the right to modify the requirements of this RFP after its release. Any modifications to the requirements of this RFP will be publicly posted on the website. If any modifications make compliance with the procurement timetable impractical, Pact will adjust the
timetable accordingly.
f) By submitting the bid, the contractor agrees that s/he will not make any claims for or have any
right to damages because of any misinterpretation or misunderstanding of the specifications or
because of any misinformation or lack of information.
g) Pact reserves the right:
1. To accept or reject any or all proposals in part or entirety.
2. To correct any arithmetic errors in the proposals, if any.
3. To waive or modify irregularities in proposals received after notification to the
prospective vendor.
4. To change any dates specified in this selection process, if any dates are specified.
5. To negotiate payment as part of the award of the fixed price contract.
6. To request additional information/ written clarification/ revisions from
prospective offeror in response to this RFP.
7. To award to more than one bidder or to reject all bids and cancel the solicitation
at any time.
h) Exchanges with prospective offerors after receipt of the proposal do not constitute a rejection or
counteroffer by Pact.
i) Offerors may submit modifications to their proposals at any time before the RFP closing date and
time, and may submit modifications in response to an amendment, or to correct a mistake at any
time before closing date and time.
j) Prices provided shall remain valid for at least 45 calendar days starting from the due date of the
receipt of the proposal.
k) By submitting this proposal, the Contractor certifies that it has no current contractual relationships
with Pact or any Pact subsidiary, present or planned contractual or employment relationships with
any current Pact or Pact subsidiary employee/consultant, or any other circumstances that might be
considered to create a financial interest in the contract for the project by any employee of any
current Pact or Pact subsidiary employee or consultant.
l) Pact reserves the right to make an award on any item for a quantity less than the quantity offered,
at the unit cost or prices offered, unless the Offeror specifies otherwise in the proposal.

m) Offerors shall submit proposals in response to this solicitation in English or in Myanmar language.

n) Pact agrees that all submissions shall be held as confidential, shall not be disclosed outside of Pact, and shall not be duplicated, used, or disclosed-in whole or in part-for any purpose other than to evaluate this proposal. If, however, a contract is awarded to this Offeror as a result of-or in connection with-the submission of this data, Pact shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract. This restriction does not limit Pact-s right to use information contained in a proposal if it is obtained from another source without restriction.
