Tender Details

Request for proposals are invited for Supervision of the Construction of the Rehabilitation Project Highway CA01E, Section: Detour “Santa Rosa De Lima” - Frontier “El Amatillo”, Municipality of “Pasaquina”, Department of “La Union".

The United States of America through the Millennium Challenge Corporation (MCC, for its acronym in English) and the Government of the Republic of El Salvador (the "Government" or “GOES”), have entered into a Millennium Challenge Grant Agreement, for an amount of US$365.2 million (US$277 million from Unites States of America Government, through the Millennium Challenge Corporation and US$88.2 million from the Government of the Republic of El Salvador) (“Grant Agreement").

The Grant will be used to support the following activities: 1) Human Capital Project, 2) Investment Climate Project, 3) Logistical Infrastructure Project; and, 4) the installation and administration costs of the agency responsible for the implementation.

The Government, acting through “El Fondo del Milenio II” or “FOMILENIO II”, intends using part of the funds to eligible payments under the terms and conditions of the contract resulting from this competitive procurement process, to perform these works in a transparent and financially viable, according to the following detail:

DATE AND TIME(1) OF CONFERENCE PREVIOUS TO RECEPTION FOR PROPOSALS: Tuesday, November 13, 2018, at 9:00 a.m.

DATE AND TIME(2) LIMIT OF RECEIVING PROPOSALS: No later than Tuesday, December 4, 2018, until 10:00 a.m.

The conference previous to the reception of proposals, will be held in the offices of FOMILENIO II or in the place that will be notified in a timely manner by means of a Clarification Note. Although this is not a mandatory meeting, it is recommended to attend all interested or their representatives.

Payments from FOMILENIO II shall be subject, in all respects, to the terms and conditions, including restrictions on the use of MCC funding agreement. No party other than the GOES and FOMILENIO II, shall be rights about the Agreement and shall be entitled to claim funds or resources of MCC.

Be excluded from participation in this procurement to any person or entity within the blacklist or suspended from participating in procedures funded by the World Bank or Federal Government funding of the United States of America, or otherwise prohibited by law of the United States of America or executive orders or policies, including under any existing anti-terrorism policy.

The consultancy service to be contracted under this invitation will be selected under the Quality and Cost Based Selection - (QCBS) method, described in the invitation document, according to MCC Procurement Guidelines of August 15, 2015, Section 1.B and its modifications, posted in http://www.fomilenioii.gob.sv/directrices-de-adquisiciones.

The objective of this consultancy service to be contracted is described in the respective Terms of Reference.

The term of the consulting service of this procurement is: THREE HUNDRED NINETY (390) calendar days from the signing of the Commencement Order that will issue in writing FOMILENIO II, through the Logistics Infrastructure Management.

The interested consulting firms must comply with the minimum requirements established in the respective Terms of Reference (ToR) included in the invitation document.

Those interested consulting firms may obtain the invitation document, free of charge, at the address indicated below, starting from Thursday, November 1th, 2018, Monday through Friday from 9:00 a.m. to 12:00 m. and from 2:00 p.m. to 5:00 p.m., official time in the Republic of El Salvador (UTC-06:00). In addition, the invitation document can be downloaded previous free online registration from the "Adquisiciones" section in FOMILENIO II website:

Those interested consulting firms who register through the FOMILENIO II website, their e-mail address, general data and expressing their interest in participating in this procurement, will receive notifications via the e-mail registered, related to explanatory notes, amendments or any other necessary information related to this procurement, issued during the period specified in the invitation document. Besides sending this information to the registered e-mail address of interested, it will be available for everyone for downloading, previous free online registration, in the FOMILENIO II website http://www.fomilenioii.gob.sv/adquisiciones/procesos.

All proposals data of interested consulting firms should be submitted in Spanish language, under the authorization for the use of the Spanish language, granted by MCC to FOMILENIO II, which was issued on January 26, 2015. The proposals must be presented and registered at the address listed below, no later than the deadline time and date indicated above in this notice.

Interested consulting firms should be aware that distance and customs formalities may require longer than expected delivery time. Late Proposals will not be accepted under any circumstances and will be returned unopened at the written request and cost of the Bidder.
