Expression of Interest are invited for Supervise the Execution of the Civil Works during the Construction Phase to Ensure Compliance of Work Completed with the Design, Quality and Time Schedule.
1. The Government of Barbados has received financing from the Inter-American Development Bank (IDB), toward the cost of the Road Rehabilitation and Improving Connectivity of Road Infrastructure and intends to apply part of the proceeds for consulting services
2 The consulting services (“the Services") will include the following activities
i Supervise the execution of the Civil Works during the construction phase ensure compliance of work completed with the design and quality standards
ii To take site measurements, to value the work done and to prepare payment certificates in respect of payment to contractors
iii Supervise and manage activities to ensure timely reporting and preparation of project documentation as needed, particularly with respect to Inter-American Development Bank (IDB) reporting guidelines, project targets and milestones
iv Ensure that any negative environmental impacts of the project that may arise during the construction are managed effectively
v To review drawings and technical specifications from consultants and to identify details of work that may need revision or could present difficulties during construction.
vi Proper implementation of all Quality Control (QC) procedures needed to verify production quality and quantity, and the Quality Assurance (QA) procedures needed for the acceptance of the Project. The QA/QC procedures must assure compliance with the requirements of the Environmental Protection Division (EPD), with the specifications, mitigation measures, and environmental management plan recommended in the Environmental and Social Management Plan (ESMP) and Social Engagement Plan (SEP) for the Civil Works project.
3. The duration of this consultancy is estimated at sixteen (16) calendar months.
4 The Ministry of Transport Works & Maintenance now invites eligible consulting ("Consultants") to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services
5. Short lists shall comprise a maximum of six firms with a wide geographic spread, from member countries of the Bank with no more than two firms from any one country and at least one firm from a Bank Borrowing member country, unless qualified firms from Bank Borrowing member countries are not identified
6 Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Bank GN-2350-9 and is open to all eligible bidders as defined in the policies.
7. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of a joint venture, the nationality of the firm appointed to represent it.
8. A Consultant will be selected in accordance with the Selection Under a Fixed Budget Selection method set out in the policies mentioned at paragraph six (6) above.
9. Further information can be obtained at the address below during office hours of 8 30 a m. to 4:15 p.m. from Monday to Friday, except on Public Holidays.
Expressions of Interest (one hard copy and one digital copy) should be submitted in a plain sealed envelope clearly marked “EXPRESSIONS OF INTEREST FOR SUPERVISION - GLOBAL PROJECTS FOR THE MINISTRY OF TRANSPORT, WORKS & MAINTENANCE, BARBADOS - BID NO. CS003”, and addressed to the Chairman, Special Tenders Committee, must be deposited in the Tender Box located at the following address, no later than 4:30 p.m Wednesday 18 December, 2019.
