The study will support the Secretaría Distrital de Movilidad (SDM) in the design, structuring, procurement, and implementation strategy of Bogotá-s Sistema Interoperable de Recaudo (SIR). It will assess the current state of the SIR, identify key gaps, decisions, dependencies, and priorities, and draw on relevant international experiences to inform its technical and functional definition. Based on this assessment, the study will define technical and functional guidelines and minimum requirements for Account-Based Ticketing (ABT), open payments, and their future interoperability with Level 4 of the SIR, while addressing key no-regret decisions, interoperability, business continuity, and technological independence. The study will also strengthen the SIR procurement documents through technical, functional, architectural, interoperability, commercial, and contractual recommendations, as well as technical support to SDM throughout the procurement process. Finally, it will develop an implementation and transition roadmap for the SIR, including alternative scenarios, phased implementation strategies, enabling conditions, key milestones, and governance arrangements.
