Expression of Interest are invited for Solid Waste Management (SWM) Technical Assistance.
The World Heritage Site Office (WHSO) of Vat Phu Champasak is currently implementing, with the support of the French Development Agency (AFD), the Champasak Planning and Urban Development Project (PADUL IIB, 2012-2017), with the objective of strengthening urban & heritage management practices in the Vat Phou World Heritage site.
As a complement to PADUL II B project, the WHSO of Vat Phu Champasak is looking to recruit, thanks to the Study and Capacity Building Fund (FERC), supported by AFD and coordinated by the Lao Ministry of Planning and Investment, a Solid Waste Management (SWM) technical assistance.
Solid waste management is considered by provincial and district authorities to be a growing issue in the Vat Phu World Heritage area, which covers three districts representing a total area of 40km2. A diagnostic assessment was undertaken by a specialized firm in January 2016. The diagnostic, which will be made available to shortlisted firms, presents a preliminary analysis of the SW issues and related potential risks in the World Heritage area ( growing waste production, lack of waste collection, inadequate disposal facilities and extent of unauthorized dumping/burning practices-), which negatively affect the site-s natural environment and public health, and could, without gradual improvements, eventually threaten the World Heritage classification.
The WHSO seeks, in coordination with other stakeholders, to recruit a consulting firm to support the implementation of the SWM diagnostic-s key recommendations, with a first focus on Champasak district. The objective is to support district authorities in promoting more sustainable SWM practices, coherent with local human and financial resources. The proposed focus promotes step by step waste reduction at source, recycling and gradual elimination of dangerous practices such as waste burning and unauthorized dumping.
The Consultancy services include the following activities:
-c Mission 1: Feasibility study on waste disposal in Champasak - exploring the possibility of reclaiming the existing two dumpsites or the identification of alternative sites if more appropriate with estimation of necessary budget.
-c Mission 2: Institutional support to accompany Champasak District-s authorities to develop a comprehensive Solid Waste Management strategy and identify prioritized actions plans for the short and medium terms (recycling, collection and treatment).
-c Mission 3: Technical study on the recycling sector across Champasak District
Those 3 missions may be carried out simultaneously or with partial overlap. The project area covered by these three studies is the Champasak District (roughly 20, 000 inhabitants).
The services require national/regional or international SWM experts, with demonstrated experiences in designing, implementing or evaluating solid waste management projects in a development setting; relevant references in design and supervision of waste disposal facilities (choice of locations, technical and financial analysis); as well as a proven expertise in institutional analysis and in the implementation of selective sorting strategies. Ability to work in a complex institutional context, with multicultural teams, will be decisive. A consulting company with an experience in this field in Lao PDR or in Southeast Asia is preferable.
The services, to be provided on a staggered basis, are expected to represent an indicative total of 125 man-days, starting in the last quarter of 2016, with the following breakdown and timeframe for each phases estimated as follows:
-c Mission 1 (50 man-days) : Implemented over an indicative period of 2 to 3 months, including 2 weeks field mission in the district of Champasak
-c Mission 2 (45 man-days) : Implemented over an indicative period of 6 to 12 months, as required in the form of a series of short-term missions in the District of Champasak over different periods of the year;
-c Mission 3 (30 man-days): Implemented over an indicative period of approximately 1.5 month, including 10 days on field in the district and the province of Champasak.
The WHSO now invites interested Consulting firms to express their interest in providing the services. The dossier (fifty pages maximum) must include an expression of interest from a representative of the Consulting firm and all information indicating that the Consultant is qualified to perform the service required, i.e. availability of qualified personnel, relevant CVs of key experts, proposed consortium if relevant, proof of materials and financial capacities (annual turnover for the last three years), list of maximum ten principal references presenting similar works during the past five years (with brief description of activities, achievements, and contract volume in man-months), other experiences in similar conditions.
Expression of Interest is open for both local/regional and international Consulting firms. Consultants may associate to enhance their qualifications. Regional firms are encouraged.

The expression of interest must be delivered, by post or by email, before 16:00pm (local time in Champasak) of 23rd September 2016 to the above address.
The Vat Phou World Heritage office will short-list a maximum of six consulting firms. Short-listing will be done in compliance with procurement rule of the Lao Ministry of Finance. The short-listed consultants will receive a letter inviting them to bid, with a comprehensive tender dossier.
