These commercial SaaS solutions integrate with the Jicarilla Service Unit-s existing EHR/PM systems and are licensed in accordance with FAR 12.212.
2. Justification for Sole Source
Market research confirms that Inovalon is the only responsible source capable of providing and supporting these proprietary systems. No other vendor has the legal or technical capacity to offer, integrate, or maintain the required products.
Sole‑source action is justified under FAR 6.302‑1.
3. This Notice Is Not a Request for Quotes
This Special Notice is issued only to announce the Government-s intent to negotiate solely with Inovalon.
No competitive solicitation will be issued.
4. Capability Statement Instructions
Interested parties may submit a capability statement only if they can demonstrate:
Proprietary access or licensing rights to Inovalon's systems, and
