REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES FIRMS SELECTION)

Project Background and Objectives

The World Bank is planning to undertake a Social Inclusion and Youth Development survey. The quantitative household and informant survey will assess barriers and opportunities for youth inclusion and development in Tajikistan which aims at informing the design of the planned interventions under the Risk Mitigation Regime. This survey is being organized in close collaboration with the Agency of Statistics under the President of the Republic of Tajikistan (Agency). The World Bank and the Agency teams are working closely to develop the questionnaires and conduct the survey for a nationally representative sample of households and key informants.

Scope of Work

The services include implementation of surveys that will include modules on: household characteristics; access to and perceptions of local infrastructure; access to and perceptions of education; social networks, social capital, and collective action and associations; local governance; the daily activities and interactions among youth; use of IT and social media; gender; and violent extremism. The survey must be implemented using CAPI system and will cover approximately 5, 000 households. The sample will be distributed nationally in Tajikistan using a standard 2-stage approach wherein stratification ensures sufficient sample distribution by region and rural/urban areas. The team plans to oversample respondents in some districts and towns.

The fieldwork of this survey is expected to be conducted between August and November 2018.

For this assignment, the World Bank is seeking a survey consultancy firm capable of undertaking a high quality and very large panel survey with the following tasks:
1) Preparing survey work plan and data collection strategy
2) Recruiting and assembling survey teams that include, among others, a Project Management Team and Field Teams
3) Finalizing the survey instruments in consultation with the World Bank team
4) Preparing survey materials, which include interviewers manuals
5) Developing CAPI (Computer Assisted Personal Interview) system and related data cleaning programs, in consultation with the World Bank team
6) Conducting training to Field Teams and Data Cleaning Teams
7) Fielding the survey instruments in designated locations and ensuring quality control of the enumeration process and CAPI system
8) Ensuring proper CAPI system and data cleaning programs
9) Delivering cleaned datasets
10) Writing an implementation final report, which includes a summary of lesson learnt, suggestions for improvement of future survey and detailed explanation on incomplete questionnaire and problematic questions.

Eligibility

The World Bank invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
i. Minimum 5 years of conducting a household survey
ii. Direct experience in managing at least two multi-province household surveys in Tajikistan
iii. Direct experience as a firm in conducting comparable large scale (minimum 2, 000 respondents) household survey using CAPI. Familiarity or experience with survey of youth in rural areas is a plus.
iv. Qualified key staffs

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS)/Competitive Selection method set out in the Consultant Guidelines.
