Service for The Redesigning the BOI Portal in accordance to the Administrative Order No. 39, s.2013(Re-Posting)
The service provider will perform the following tasks in coordination with the Board of Investments (BOI):
1. Review and Planning
Review the existing design, structure, and content of the BOI website and all BOI-related sites and assess their compliance with AO 39, s.2013, the Uniform Website Content Policy (UWCP), and all applicable government regulations and guidelines. Based on the review, prepare a proposal for the redesign of the new BOI web portal.
2. Web Portal Development
Develop a new BOI web portal incorporating the following:
a. Shall be developed using the Content Management System (CMS) known as Wordpress (the version must be approved by Department of Information and Communications Technology aka DICT).
b. Shall use the Government Website Template (GWT), and follow the GWT guidelines (found in the DICT/iGov website).
c. Responsive Web Design (The design should respond to the user based on screen size, platform and orientation).
d. Shall use DICT/iGov approved plug-ins /extensions/ modules for the Content Management System.
e. Ease of updating data and information
f. Multilingual and Search function.
g. Centralized Downloadable Forms section, sorted by category & function.
h. Centralized Downloadable Publications section, categorized by type.
i. Backup and restore capability.
j. Although the new web BOI portal shall be redesigned using the GWT it must preserve some key design elements (may not be exact but similar) of the existing BOI website such as:
1. Transparency Seal logo located on the Home Page (if not every page) that serves as the hyperlink to the Transparency web page.
2. BOI Social Media icon links located on Home Page (if not every page)
3. Announcement/Advisory section located at the home page.
4. Latest Press Articles section located at the home page.
5. ISO Certification image located at the home page.
6. Philgeps Logo hyperlink located at the home page.
7. Citizen-s Charter hyperlink located at the homepage.
8. Shall display Philippine Standard Date and Time.
9. Home Page shall have customizable image banner
10. A section in the Home Page to display other graphic hyperlinks.
k. Shall have a section in the new BOI web portal with a series of web pages dedicated to content regarding -œInvest Philippines- promotions. The content shall include:
1. Investment Promotions Agency (IPA) profiles of the different members of the Philippine Investments Promotions Plan (PIPP) & their respective services with hyperlink to their agency website (if they have one)
2. Publications (such as Annual Reports, Investment and Workforce Data, etc).
3. News and announcements related to Invest Philippines investment promotion activities.
4. Directories of the PIPP Clusters
5. Infographic Map of the IPAs
l. Shall have a section in the new BOI web portal with a series of web pages dedicated to content regarding the BOI CARS Program. The content shall include:
1. Information, updates and news regarding the program.
2. CARS Digest.
m. Shall have a section in the new BOI web portal with a series of web pages dedicated to content from BOI One Window Network Portal(boiown.gov.ph) and a link to its Client Relations Management System.
n. Shall have a section in the new BOI web portal with a series of web pages dedicated to content from -œindustry.gov.ph-
o. Must have Website Analytics either built in or using a 3rd party application or both for website monitoring.
p. A section in the Home Page to display feeds from the official BOI facebook page account.
q. News Archives Page should display a list of hyperlinks of the latest BOI news/press articles.
r. Component for content sharing in social media on pertinent posts/articles.
s. Component for Customizable Forms.(ex. feedback form, sign-up forms, etc)
t. Upload facility with customizable size limit (at least up to 20 mb)
u. Shall have Really Simple Syndication (RSS) Technology component.
v. Webpages should have its own set of tag words.
w. Attach ALT (alternative) text to graphic images
x. Website background color must be white.
y. Must have a sitemap
3. Content Migration and Search Engine Optimization
Populate web portal content.
a. Identify any content found in the BOI (boi.gov.ph) and BOI-related websites (boiown.gov.ph, industry.gov.ph) and migrate/transfer the content to the new web portal. Any content (general or specific) considered by the BOI as outdated shall no longer be migrated/transferred.
b. Any new content update/upload/made in the existing websites (while still online) during the project-s timetable shall immediately be updated/migrated into the new BOI web portal (examples are press releases, announcements, downloadable forms, etc.).
c. Convert all non-webpage based content (i.e. PDF, XLS, etc) into a webpage if viable. Downladable Forms, electronic copies of books & PDF files with signatures of officers are exempted from conversions.
d. Optimal use of keywords and meta tags.
e. Optimization of robots.txt
4. Capacity Building and Technical Assistance.
Mentor and train BOI staff on content management and website administration of the new BOI web portal & any 3rd party applications utilized (if any) in the project. Provide technical assistance, as and whenever needed, to BOI staff throughout the duration of the contract.
a. Schedule and conduct trainings for both content management and website administration.
b. Training will cover maintenance of the new BOI web portal and creation of new content, posts, sections, pages, etc.
c. Submission of training documentations, manual, attendance sheet and training reports.
5. Documentation.
Document all necessary aspects of the project.
6. Presentation and Revision.
The service provider will present the new BOI web portal to the BOI for review and comments. The service provider will also submit it for review and assessment to the DICT. The service provider is expected to make the needed changes and revisions following these presentations to BOI and DICT until the service provider is issued a satisfactory compliance certificate by BOI and DICT within the project timeline.
7. Portal hosting and Maintenance.
a. The service provider will provide temporary hosting for the new BOI web portal while it is being developed.
b. The service provider will ensure the proper hosting of the new BOI web portal thru Government Website Hosting Service (GWHS) in coordination with BOI and DICT.
c. Maintenance for 12 months of the live portal shall start after final project acceptance.
