The selection a legal firm to support Agence MCA-Morocco in the negotiation of partnership agreements between the public and private sector (PPP) in the field of revitalization and development of industrial zones
On 30 November 2015, the Government of the Kingdom of Morocco concluded a second cooperation program (Compact II) with the United States of America Government, represented by the Millennium Challenge Corporation (MCC), with the objective to improve the quality of human capital and land productivity.
The budget allocated by MCC to Compact II, which came into effect on 30 June 2017, amounts to 450 million dollars, to which is added a contribution of the Moroccan Government of a value equivalent to at least 15% of the American contribution. The global budget will finance, over a period of five years, two projects, namely "Education and Training for Employability" and "Land Productivity", the implementation of which has been entrusted to the Millennium Challenge Account - Morocco (Agence MCA-Morocco).
By way of this specific procurement notice, Agence MCA-Morocco requests proposals for the services of a legal firm in the negotiation phase of partnership agreements between the public and private sector (PPP) in the field of revitalization and development of industrial zones.
More details of these consultant services are provided in the Terms of Reference.

MCA-Morocco invites proposals from legally constituted consulting firms to provide the services.

Please note that this is an English translation of a notice originally drafted in French. Please note that all communication and solicitation documents related to this notice will be in French.

The MCA-Morocco will award a contract of a maximum duration of six (6) months without going beyond the Compact End Date which is 30 June 2022.

A firm will be selected under the Consultant Qualification Based Selection (CQBS) method, the evaluation procedure for which is described in the Letter of Invitation in accordance with “MCC Program Procurement Guidelines” which are provided on the MCC website (www.mcc.gov/ppg).

Consultants ‘-Firms-- interested in submitting a Request for Qualification should register their interest by sending an e-mail giving their full contact details to procurement@mcamorocco.ma.

Proposals must be submitted electronically no later than September 30th, 2020 at 3:00 pm in Rabat, Morocco via the link given in the Letter of Invitation (LOI). Submissions in hard copy and email will not be accepted.

Clarifications may be requested by e-mail not later than September 18th, 2020, so that responses can be issued to all Consultants not later than September 23rd, 2020, to : procurement@mcamorocco.ma
