SELECTION OF A CONSULTANT FOR THE MISSION OF TECHNICAL CONTROL AND WORK SUPERVISION OF STAGE 5 OF THE CARACOL INDUSTRIAL PARK DEVELOPMENT PROJECT
The Republic of Haiti has obtained non-repayable financing in an amount equivalent to fifty-seven million dollars and 00/100 from the United States of America (57, 000, 000.00 USD) from the Inter-American Development Bank, to cover the cost of Productive Infrastructure Program V - PIP 5 (Project number HA-L 1143).

The objective of the Project is to contribute to the socio-economic development of the North of Haiti by creating the conditions for the establishment of manufacturing companies in the Caracol Industrial Park (PIC) by strengthening the capacity of the Government of Haiti to attract and managing investors and improving the environmental and social quality in the areas surrounding the PIC in accordance with international standards.

The Government intends to use part of the proceeds of this financing to make payments under the Contract for the technical control and supervision of the works of stage 5 of the development project of the Caracol Industrial Park, in the municipality of Caracol. The Bank will only make payments at the request of the Republic of Haiti, after having approved said payments, in accordance with the terms and conditions of the loan contract.
The objective of the Mission is to ensure, on behalf of the UTE (Technical Execution Unit) of the MEF (Ministry of the Economy and Finance), the services of analysis and validation of execution files., and supervision of the works of stage 5 of the PIC development project.

The Consultant will have to (i) approve the detailed preliminary design of the works, (ii) supervise the construction works of industrial buildings, and of additional infrastructures such as surrounding roads, water networks (domestic, industrial and anti - fire, storm drainage and wastewater) and electricity including public lighting, (iii) ensure the integrity of the condition and proper functioning of structures and equipment until the end of the period warranty.

The Technical Execution Unit (UTE) of the Ministry of the Economy and Finance (MEF) is already inviting eligible consultants to express their interest in the provision of these

services. Interested consultants must submit all information that may demonstrate that they are competent to provide said services (brochures, description of services rendered within the framework of similar projects, experience in identical circumstances, availability of competent personnel to provide the services, etc. .). Consultants can join together to join their skills.

To be admitted to compete, candidates (including all members of a consortium and any candidate's subcontractors) must meet the following conditions:

a) not be associated with works, supplies and services contracts resulting from services covered by this notice of solicitation of expression of interest;
b) be legally registered in the country where the candidate is domiciled. The Consultant must have the following qualifications:
1. At least two (2) experiences over the last ten (10) years of similar characteristics in the supervision of industrial type buildings as described in this document;
2. At least two (2) experiences over the last ten (10) years in the supervision of the construction of roads and water and drainage and electricity networks including lighting, related thereto;
3. At least two (2) experiences over the last ten (10) years in a similar role in countries similar to Haiti (example: countries of the Caribbean, West Africa and Latin America) .

The Consultant must also provide the following documents:
i) A letter of expression of interest duly signed by the legal representative of the company;
ii) The contact details of the consulting firm including all members in the case of a consortium / association and / or subcontractors, if applicable;
iii) The certificate of absence of litigation or legal proceedings (including for all members in the case of a consortium / association and / or subcontractors, if applicable);
If either of these criteria is not verified, the file will be deemed incomplete and non-compliant.

The Consultant will be selected under the conditions provided by the Inter-American Development Bank: Policies Relating to the Selection and Recruitment of Consultants Financed by the Inter-American Development Bank (Document GN-2350-15).
