ASSIGNMENT DESCRIPTION
As part of its efforts to evaluate the teacher mentorship program, launched by the Ministry of Education in the 2016-17 school year, the World Bank (WB) is recruiting a firm to survey schools and teachers and to film classroom practices in 78 townships in all state and regions of Myanmar.
BACKGROUND
The MOEs teacher mentorship program is a capacity-building mechanism targeting government school teachers with less than 3 years of experience. These teachers receive regular in-school support from professional mentors based in Township Education Offices. To evaluate this program, the order in which townships were progressively included in the program was randomized. This allows for identification of a subset of comparable treatment (participating in the program) and control (not yet participating in the program). The data collected through the videos, observations, and questionnaires will be used to determine the impacts of the program on teacher practices, perceptions, and motivations. Other complementary sources of data will be used to asses impacts of the program on students learning outcomes.
TASKS
The WB is recruiting firm to conduct three main data collection tasks: (a) Survey mentors and Township Education Officers (TEO) in selected townships; (b) Survey head teachers and selected teachers in sampled schools; (c) Film lessons delivered by selected teachers. Once the data is collected, the firm will be required to code each of the lessons filmed using World Banks pre-defined tool and submit a dataset containing all observations and variables including coded filmed lessons.
In each of the township, the recruited firm would be visiting a total of 10 schools.
(a) Mentor and TEO survey. In all townships (78), the firm will interview and complete a questionnaire with the TEO. In all treatment townships (39), the firm would also have to interview and complete a questionnaire will all mentors (at max 4), in addition to the TEO.
(b) School and teacher survey. In all sampled schools (780), the firm will conduct interviews and complete questionnaires with selected teachers (up to 5 per school) and with the head teachers. Furthermore, a short observation form to record general conditions of the school will be completed.
(c) Filming of lessons delivery (classroom practices) of teachers. In a subset of schools surveyed in (b), approximately 200 out of the total of 780 sampled schools, the firm will film two lessons (Myanmar or Mathematics) delivered by each of the selected teachers (about 200 teachers). The list of selected teachers will be provided by the World Bank or will be selected on site (according to an agreed protocol) from the list of teachers interviewed under task (a) or (b). Each recording will require one camera, tripod, a wireless microphone attached to the teacher, and an enumerator to operate the camera and film the lesson. One lesson will last between 30 to 45 minutes.
(d) Data entry and coding. Data collected through all of the above-mentioned questionnaires must be entered (using double-entry unless electronic data entry in the field is used) and cleaned. For all lessons filmed, videos will be stored and transported to a centralized location. Then, the firm would be required for coding the videos using a specific tool provided by the World Bank. Each video must be coded twice by two different coders. On average, it is expected that one staff can code 4-5 videos a day.
The firm should expect a team of enumerator to spend one day in the TEO interviewing TEO and mentors and one day in each school filming two lessons and completing interviews with teachers and head teachers as well as completing the general observation form.
Inputs provided by the World Bank
The World Bank team will provide the following:
One or two World Bank team members will participate in the training for field staff to be delivered by the firm. Their participation aims to support the firm and ensure adequate understanding and use of the protocols and tools (questionnaires and forms) for the interviews, observations, and video recording.
One or two World Bank team members will deliver a week-long training to the staff of the firm selected for coding on how to code the filmed classroom observation or lessons using the tool.
All survey questionnaires and detailed protocols to film the lessons. To code the video, the World Bank will use an adapted version of the TEACH tool.
The list of sampled townships, schools, and teachers and a protocol for teacher selection if on-site selection or replacement of teachers is necessary.
OUTPUTS
The recruited firm will be required to deliver the following outputs:
1. A training and survey plan that ensures completion (allowing for unforeseen delays) of the work prior to the end of the school year 2019-20 (i.e. early February 2020);
2. Training report;
3. Weekly progress report once the team is in the field and a final one once all data collection tasks (a to c) are completed;
4. Weekly progress report once data entry and video coding begins and a final one once data entry and coding is completed;
5. Approximately 200 video recordings with sound from the microphone used by the teacher;
6. One merged and cleaned dataset, entered twice, that comprises of all variables and observations from all questionnaires and forms as well as from the coded videos. The data set should be in excel, SPSS, or STATA format with a dictionary and using agreed upon IDs for schools, townships, and respondents. Any internal inconsistency remaining after the cleaning process, if any, must be presented and explained in a document submitted along with the database.
TIMELINE
The work is expected to be conducted from November 2019 to end of January 2020. The data is expected to be available by June 2020.
