ADB approved the Project on 30 March 2009. The loan agreement was signed on 17 September 2009 and became effective on 21 December 2009. The Project's impact is to promote pro-poor and balanced economic development of remote, mountainous and poor communes through the sustainable use of electricity and renewable energy in an affordable manner. The outcome is provision of reliable and affordable supply of electricity to remote, mountainous, and poor communes. The Project has two main components: (i) Component 1 aims to install 5-10 grid-connected run-of-river mini hydropower plants (MHPs) with 7.5 megawatts (MW) or less capacity, totaling 30 megawatts (MW) in the northern and central provinces. The MHPs will provide electricity to un-electrified areas nearby the MHPs, and about 100 gigawatt hours of renewable energy to the national grid; and (ii) Component 2 aims to expand and rehabilitate by 500 km of medium voltage networks and 1, 300 km of low voltage networks to electrify approximately100, 000 poor households in about 1000 villages inhabited by ethnic minorities.ADB simultaneously approved the associated technical assistance (TA 7262-VIE) for $2.5 million for assisting the executing agencies to: (i) Component 1 prepare a renewable energy law and related decrees; (ii) Component 2 build capacity on renewable energy development; and (iii) Component 3 develop income generating activities for people receiving electricity under the project. The TA was approved by ADB on 30 March 2009 and became effective on 16 March 2010.
