The Ross Island Wind Energy Network (RIWE) is an integrated wind and diesel generator system that supplies power to the Antarctic bases of McMurdo Station (US) and Scott Base (NZ). As part of the RIWE network, the infrastructure includes the southern-most wind farm in the world, a three-turbine wind farm constructed at the Crater Hill area of Ross Island. The wind farm was commissioned in 2010 as part of the New Zealand Government's initiative to contribute to the joint support of the Antarctica New Zealand, and the United States Antarctic Programme (USAP) is intended to reduce diesel consumption at both sites.
Key components (SCADA, Frequency Converter and PowerStore/Grid Stability System) of the original project are now at a point where they are obsolete and unsupportable.
Antarctica New Zealand is therefore considering a full BoP system refresh and modernisation programme with a view to replacing the above with an industry standard solution. The final solution shall be capable of being well supported by suppliers, contractors and system integrators. All critical IP shall be well documented and handed over to Antarctica New Zealand to aid their maintenance and future management of the system.
Antarctica New Zealand has decided to split the project into two stages.
The first stage: Investigate and design, including:
1. Investigate potential solutions given advances in technology via an ROI and (RFP).
2. Produce an initial options paper that will consider like for like and an added value option.
3. Select one option for progression to detailed design stage.
4. Produce a detailed design to allow Antarctica New Zealand go to market for a component procurement and installation.
The second stage: Build, Install and Commission, including:
1. Select a build and installation contractor via RFP.
2. Carry out Software Acceptance Testing (SAT) and Factory Acceptance Testing (FAT) before shipment to site.
3. Carry out installation and commissioning.
This ROI is only concerned with providing services for the first stage of the project.
What we need is a supplier that is able to model our current power system, investigate, recommend options and design a replacement for the current hardware and software system that forms the SCADA, Frequency Converter and Power Stability function in our islanded wind/diesel power generation system.
