Description:

The Resource Flows Project is a joint collaboration between the United Nations Population Fund (UNFPA) and the Netherlands Interdisciplinary Demographic Institute (NIDI) and conducted on annual basis. The major outcome of the project is the “Report of the Secretary-General on the Flow of Financial Resources for Assisting in the Implementation of the Programme of Action of the International Conference on Population and Development” presented each year to the Commission on Population and Development. The data collected for the Resource Flows Project is stored and available at http://resourceflows.org.
Types of data collected are the expenditures for family planning in almost all countries in the world. The survey collects data from government institutions, private sector and population-related NGOs on financial resources for population activities. Tracking of “family planning” fund expenditures by the sources in government institutions, private sector and in the NGO at central level is important and part of this coverage survey. The results of this panel survey will be useful for advocacy and mobilization of resources to ensure continued implementation of the Programme Action and track financial resource flows on family planning services.
UNFPA Country Office Indonesia has engaged research institution to carry out the exercise in the past. One of the lessons learned from this approach is that once there is further clarification needed by NIDI, mostly come at a later stage, UNFPA will have difficulties to handle the queries. In light of this situation, UNFPA Indonesia has consulted with the P&D Branch – Technical Division - Headquarters and NIDI to find an appropriate approach, and it is suggested to collaborate with a competent institution to carry out the exercise. The institution will closely coordinate with UNFPA’s implementing partners in working with respective agencies and parties. The RFIS 2015, RFIS 2016 and RFIS 2017 activities will be carried out at central level. Thus, to commission the RFIS 2015, the RFIS 2016 and the RFIS 2017, an open bid will be undertaken to hire a company/research institute/group for the consultancy work.
Main Responsibilities:
As elucidated above, the company will undertake RFIS survey for three consecutive years, 2015, 2016 and 2017. The scope of this survey is to collect expenditures (Realisasi Anggaran in Bahasa Indonesia) for Family Planning. Data on expenditure will be collected from Ministries/Institutions, private companies and NGOs. Tracking on family planning related expenditure refers to tracking on expenditures on projects, programmes and activities that offer the following methods and services.

Services
Any services provided in relation to the first time provision or the continuous supply of any consumables, including:

Counseling on contraceptive methods or any other FP advise

Treating any FP medical needs (as consultation, diagnosis, monitoring health conditions, any FP clinical assessment) female and male sterilization

Prescription and provision of FP methods (first time or continued supply of FP methods)
Note: this survey does not include expenditures on abortion related methods and/or services.
The survey will be conducted using the survey instruments and the guidelines which have been developed by UNFPA Headquarter and NIDI.
Data Collection and Analysis Method
The list of Ministries/Institutions, private companies and NGOs that are to be interviewed will be discussed with the UNFPA CO. Data is collected by:

Self administered method: Interviewed officials will be appointed by the respective Ministries/Institutions, companies and NGOs. The answered questionnaire will be signed by the officials who completed the questionnaire. Consultant will ensure the validity of the data, including by rechecking the filled out questionnaire with the publicly available report. If the respondent does not fill out the questionnaire, then the consultant should use;

Publicly available report: Most Government insitution nowadays publicly disseminate their expenditure report. This report could be used as an official data source
Proposed Sample and Respondent
Respondents will be selected from each Ministries/Institutions, private companies and NGOs appointed by the supreme authority of the selected Ministry/Institutions/Companies/NGOs. The proposed Ministries/Institutions and NGOs of the survey target are presented as Table below.
