Request for proposals are invited for Resilient Recovery Rapid Readiness Support in the Kingdom of Morocco
The consultancy team will be responsible for the following scope of work :

Lead role (led by the biomass project design consultancy team)

Administrative

• Liaise with GGGI regularly and with the GCF Focal Point as needed

• Support GGGI and GCF Focal Point in the preparation of all GCF and Moroccan government project reporting requirements

Technical and Financial

• Propose selection criteria methodology for the two sites for consideration by the project Steering Committee

• Conduct field work necessary to undertake pre-feasibility studies, commercial assessments, and business case that could lead to a proof of concept in the two sites to be selected by the project Steering Committee

• Investigate the general waste context in the markets, slaughterhouses, food industry, ports, etc.

• Establish the tonnage received / day / year, landfill issues, tipping fee, waste composition

• Compile and reconcile data, analyse data plausibility, first estimate of the biogas and methane yield, estimate calorific value

• Commercial assessment (pricing and key contractual terms) for the supply of organic waste feedstock

• Assess the waste delivery guarantees required (quantity/quality) by municipality, technical specs on waste and flow

• Assess the transportation cost of organic waste from source to the project site

• Off-taker analysis (who are the potential off-takers and what are the economics for the off-takers / what price will make sense for them, etc.)

• Commercial assessment of the energy produced (pricing and key contractual terms) and if applicable, the associated project capex to supply the energy produced to the off-takers

• Assess the marketability of digestate resulting from the anaerobic digestion process, its potentials for valorisation, its economic value as a fertilizer, and the associated cost and place of disposal

• Identify off-takers for the digestate through municipality, composting, use in green spaces, golf course, others

• Assess the feedstock potential of utilization of manure and slurry from livestock breeding in proximity

• Develop a business case for project owner(s) for both sites

• Environmental and social assessment and mitigation requirements

• Provide inputs on the GCF concept note development

• Facilitate and deliver the local stakeholder consultation and validation workshops and concept note validation workshop. The Firm will lead the presentation of the workshops, and preparation of workshop material, and drafting of workshop reports. GGGI will manage the organization of the logistics and sending of the invitations. The workshop costs will be covered by GGGI. In the event that the sanitary conditions related to COVID-19 do not allow the organization of the events, then they will be conducted virtually.
