Theprimary objective is todesign an inter- and intra-agency collaborative model—spanning both county andcentral government—that supports all critical components of climate-resilient, low-carbon, and inclusive housing project preparation and implementation. Thisincludes site planning, land governance, resilient construction readiness, andthe timely provision of essential green and adaptive infrastructure (e.g., water, sanitation, roads, power, drainage, nature-based solutions).The modelwill strengthen linkages between housing, infrastructure, and climate-resilientplanning, ensuring that projects are viable, investment-ready, and scalable. Itwill de-risk project preparation and delivery—enhancing climate resilience, reducing emissions, and improving long-term affordability—while providinggreater confidence for public and private sector participation, including climatefinance and blended-finance instruments. This effort will leverage existingplanning instruments and emerging mechanisms, such as the County EngagementFramework introduced by the Affordable Housing Board (AHB), to create areplicable and integrated framework for coordinated, climate-aligned housingand infrastructure delivery.
