The Productive Safety Net Program (PSNP) is a large national program implemented by the Government of Ethiopia (GoE) since 2005 to support food insecure households in rural areas. It is implemented in about half of districts in the country, covering approximately 2.5 million chronically food insecure households. Households are supported through a combination of public works, cash transfers, and livelihood services. The Government of Ethiopia is currently in the implementation of the fifth phase of PSNP. The World Bank is supporting the government to implement PSNP5 through the Strengthening Ethiopia-s Adaptive Safety Net Project (SEASN), which was approved by the Board in November 2020 and became effective in March, 2021.As part of PSNP5, an impact evaluation of major reforms to Ethiopia-s rural Productive Safety Net Program (rPSNP) is envisaged, including the provision of Fayda, a secure digital ID issued by Ethiopia-s National ID Program (NIDP), to program beneficiaries. Using a randomized controlled trial, the impact evaluation will study how access to Fayda ID impacts beneficiaries of PSNP and the delivery of PSNP program.The World Bank is seeking a Research Firm to perform high-quality data collection and research facilitation for this study. The scope of work is twofold. First, the firm will support research on strategies to increase uptake of the Fayda digital ID, including qualitative research to inform the design of communication campaigns and facilitation of beneficiaries- access to Fayda registration points. Second, the firm will conduct large-scale in-person surveys to measure the impacts of Fayda and the interventions.
