Core Functions / Responsibilities:

The number of irregular migrants moving within and from North Africa continues to rise. Human mobility in North Africa is characterized by complex movements originating within the region, as well as in other parts of Africa and the Middle East. They involve regular and irregular migrants, including those escaping poverty, discrimination and other human rights violations, those in search of a more dignified life and better opportunities, refugees and asylum seekers, those looking to reunite with family abroad, smuggled migrants, victims of trafficking and unaccompanied minors. To address the causes of these mixed and complex migration flows and to respond to the rights and needs of people moving in these flows, better understanding is needed. Specifically, there is a sustained need for the gathering and analysis of up-to-date, country-level data, particularly in countries where such data is not routinely collected and made available through reliable sources.

MHub produces knowledge on mixed migration in North Africa for use by policymakers, agencies, donors, and researchers, with a view to informing advocacy, policy and programming. MHub works on behalf of the North Africa Mixed Migration Task Force (NAMMTF)1 to promote a human-rights based approach to ensuring the protection of people moving in mixed and complex flows to, through and from North Africa. MHub is hosted by the IOM MENA Regional Office based in Cairo, Egypt.

Under the overall supervision of the Regional Director and the direct supervision of the MHub Coordinator in Cairo the Research Assistant will perform the following duties:

1. Undertake research as per the agreed research agenda.

2. Produce literature reviews on relevant publications.

3. Collate, maintain and update MHub knowledge centre on regional migratory flows, migration policy and management, and humanitarian concerns in the MENA region.

4. Support the production of MHub’s regular products including the website content, monthly trend bulletins, information sheets, and any other incidental research outputs.

5. Perform such other duties as may be assigned.

Required Qualifications and Experience

· Master’s degree in Social Sciences, International Relations, Law, Economics, International Development or a related field from an accredited academic institution with four years of relevant professional experience; or

· University degree in the above fields with six years of relevant professional experience.

· Previous research experience and demonstrated ability to write clearly and concisely.

· Previous experience in working with information and data analysis in the context of complex mixed migration phenomena.

· Familiarity with international migration matters relevant to North Africa.

· Prior work experience with IOM and/or United Nations agencies would be an advantage.

· Experience with data analysis software (SPSS, STATA), Atlas).

· Fluency in English and Arabic is required.

· Working knowledge in French an advantage.

Required Competencies

· Research experience, particularly in the North Africa region

· Experience working with data management and analysis

· Knowledge of international migration, with a focus on mixed migration flows, migrants’ rights, human trafficking and migrant smuggling

· Ability to collate, analyze and synthesize information from a range of sources using sound editorial judgement Demonstrated ability to write to a high standard for a range of audiences

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
