Tenders are invited for Renewable-based Hybrid Systems and Mini-grids on Outer-Islands.


1. The Government of Tonga has applied for financing from the Asian Development Bank (ADB), and Green Climate Fund (GCF) toward the cost of the Tonga Renewable Energy Project. Part of this financing will be used for payments under the contract named above. Procurement rules and procedures of ADB will govern the bidding process. Bidding is open to all Bidders without nationality restrictions.

2. The Tonga Power Limited and Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (“the Employer”) invites sealed bids from eligible Bidders for the design, construction, installation, and integration of Solar PV and battery power systems (“the Facilities”) of the outer islands of Tonga in two (2) lots as shown below:

• LOT 1: Solar PV system and a Battery Energy Storage System (BESS) to supplement the existing power supply on the islands of Eua and Vava-u. A 350 kWDC/300 kWAC ground mount solar PV array and 400 kW / 900 kWh BESS is required on ‘Eau, and a 300 kWDC/250 kWAC ground mount solar PV array and 900 kW / 450 kWh BESS is required on Vava-u. Both BESS must be able to operate in grid forming mode. Integration with the existing power systems is also required. On Vava-u, this requires connection to the existing spare circuit breaker on the power station main switchboard. On ‘Eua, this requires installation of a new containerized switchboard and reconnection of existing generation to the new switchboard.

• LOT 2: Five (5) independent power systems to the islands of O-ua, Tungua, Kotu, and Mo-unga-one in the Ha-apai group and Niuafo-ou in the Niua-s group, one for each island, to create independent minigrids. Each power system shall consist of a village level solar PV array and battery energy storage system (BESS), and a distribution system and customer connections. There is no current centralized power supply on these islands. The power systems are required to provide power 24 hours per day, seven (7) days per week, meeting the estimated island demand, which averages between 9 kW and 51 kW.

3. International Competitive Bidding (ICB) will be conducted in accordance with ADB-s
Single-Stage: One-Envelope bidding procedure and is open to all Bidders without
nationality restrictions.

7. A pre-bid meeting will be held at the TPL head office, on Tuesday, 20 August 2019 at 11:00
hours. This will be followed directly by a site visit to ‘Eua and Vava-u (due to complex
logistics, the Employer will not arrange a site visit to the other islands, however, Bidders may wish to make such arrangements themselves). Non-Attendance will not be cause for
disqualification.
